Abandoned Families: Social Isolation in the Twenty-First Century

Choosing whom to marry involves more than emotion, as racial politics, cultural mores, and local demographics all shape romantic choices. In Marriage Vows and Racial Choices, sociologist Jessica Vasquez-Tokos explores the decisions of Latinos who marry either within or outside of their racial and ethnic groups. Drawing from in-depth interviews with nearly 50 couples, she examines their marital choices and how these unions influence their identities as Americans.
 
Vasquez-Tokos finds that their experiences in childhood, adolescence, and young adulthood shape their perceptions of race, which in turn influence their romantic expectations. Most Latinos marry other Latinos, but those who intermarry tend to marry whites. She finds that some Latina women who had domineering fathers assumed that most Latino men shared this trait and gravitated toward white men who differed from their fathers. Other Latina respondents who married white men fused ideas of race and class and perceived whites as higher status and considered themselves to be “marrying up.” Latinos who married non-Latino minorities—African Americans, Asian Americans, and Native Americans—often sought out non-white partners because they shared similar experiences of racial marginalization. Latinos who married Latinos of a different national origin expressed a desire for shared cultural commonalities with their partners, but—like those who married whites—often associated their own national-origin groups with oppressive gender roles.
 
Vasquez-Tokos also investigates how racial and cultural identities are maintained or altered for the respondents’ children. Within Latino-white marriages, biculturalism—in contrast with Latinos adopting a white “American” identity—is likely to emerge. For instance, white women who married Latino men often embraced aspects of Latino culture and passed it along to their children. Yet, for these children, upholding Latino cultural ties depended on their proximity to other Latinos, particularly extended family members. Both location and family relationships shape how parents and children from interracial families understand themselves culturally.
 
As interracial marriages become more common, Marriage Vows and Racial Choices shows how race, gender, and class influence our marital choices and personal lives.

Ambient Sufism: Ritual Niches and the Social Work of Musical Form

Ambient Sufism is a study of the intertwined musical lives of several ritual communities in Tunisia that invoke the healing powers of long-deceased Muslim saints through music-driven trance rituals. Richard C. Jankowsky illuminates the virtually undocumented role of women and minorities in shaping the ritual musical landscape of the region, with case studies on men’s and women’s Sufi orders, Jewish and black Tunisian healing musical troupes, and the popular music of hard-drinking laborers, as well as the cohorts involved in mass-mediated staged spectacles of ritual that continue to inject ritual sounds into the public sphere. He uses the term “ambient Sufism” to illuminate these adjacent ritual practices, each serving as a musical, social, and devotional-therapeutic niche while contributing to a larger, shared ecology of practices surrounding and invoking the figures of saints. And he argues that ritual musical form—that is, the large-scale structuring of ritual through musical organization—has agency; that is, form is revealing and constitutive of experience and encourages particular subjectivities. Ambient Sufism promises many useful ideas for ethnomusicology, anthropology, Islamic and religious studies, and North African studies.

Appalachian Cultural Competency: A Guide for Medical, Mental Health, and Social Service Professionals

Health and human service practitioners who work in Appalachia know that the typical “textbook” methods for dealing with clients often have little relevance in the context of Appalachian culture. Despite confronting behavior and values different from those of mainstream America, these professionals may be instructed to follow organizational mandates that are ineffective in mountain communities, subsequently drawing criticism from their clients for practices that are deemed insensitive or controversial. Beyond The Foster Care System: The Future for Teens

Each year tens of thousands of teenagers are released from the foster care system in the United States without high school degrees or strong family relationships. Two to four years after discharge, half of these young people still do not have either a high school diploma or equivalency degree, and fewer than ten percent enter college. Nearly a third end up on public assistance within fifteen months, and eventually more than a third will be arrested or convicted of a crime.

In this richly detailed and often surprising exploration of the foster care system, Betsy Krebs and Paul Pitcoff argue that the existing structure sets kids up to fail by inadequately preparing them for adult life. Foster care programs traditionally emphasize goals of reuniting children with family or placing children into adoptive homes. But neither of these outcomes is likely for adolescents. Krebs and Pitcoff contend that the primary goal of foster care for teenagers should be rigorous preparation for a fully productive adult life and that the standard life skills curriculum is woefully inadequate for this purpose.

The authors, who together cofounded the Youth Advocacy Center in New York City, draw on their fifteen years of experience working with teens and the foster care system to introduce new ways to teach teens to be responsible for themselves and to identify and develop their potential. They also explore what sorts of resources-legal, financial, and human-will need to come from inside and outside the system to more fully humanize the practice of foster care. Ultimately, Krebs and Pitcoff argue that change must involve the participation of caring communities of volunteers who want to see disadvantaged youth succeed as well as developing methods to empower teens to take control of their lives.

Bringing together a series of inspiring, real-life accounts, Beyond the Foster Care System introduces readers to a number of dynamic young people who have participated in the Youth Advocacy Center's programs and who have gone on to apply these lessons to other areas of life. Each year, millions of women throughout the world experience violence and abuse at the hands of their intimate partner. Abusers coercively control them by using a variety of tactics ranging from physical or sexual violence to emotional or psychological abuse. An additional tactic often used includes financial abuse in which the abuser controls the money in the family, exploits the victim’s financial standing, and interrupts her efforts to be self-sufficient. The impact of financial abuse can leave women financially trapped in the relationship with limited financial management skills, knowledge, or self-confidence. Indeed, survivors often mention financial barriers as a top reason for keeping them trapped by the abuser in the relationship.
 
Curiously, little of the research on domestic violence has sought to either fully understand the impact of financial abuse or to determine which intervention strategies are most effective for the financial empowerment of survivors. Building Financial Empowerment for Survivors of Domestic Violence aims to address this critical knowledge gap by providing those who work with survivors of domestic violence with practical knowledge on how to empower the financial well-being and stability of survivors. Specifically, every practitioner, human service provider, criminal justice practitioner, financial manager, and corporate supervisor should be screening the women they encounter for economic abuse, and when such abuse is found, they should work with the women toward developing financial safety plans and refer survivors to financial empowerment programs to assist survivors to become free from abuse.

Children of the Great Recession

Many working families continue to struggle in the aftermath of the Great Recession, the deepest and longest economic downturn since the Great Depression. In Children of the Great Recession, a group of leading scholars draw from a unique study of nearly 5,000 economically and ethnically diverse families in twenty cities to analyze the effects of the Great Recession on parents and young children. By exploring the discrepancies in outcomes between these families—particularly between those headed by parents with college degrees and those without—this timely book shows how the most disadvantaged families have continued to suffer as a result of the Great Recession.
 
Several contributors examine the recession’s impact on the economic well-being of families, including changes to income, poverty levels, and economic insecurity. Irwin Garfinkel and Natasha Pilkauskas find that in cities with high unemployment rates during the recession, incomes for families with a college-educated mother fell by only about 5 percent, whereas families without college degrees experienced income losses three to four times greater. Garfinkel and Pilkauskas also show that the number of non-college-educated families enrolled in federal safety net programs—including Medicaid, the Earned Income Tax Credit, and the Supplemental Nutrition Assistance Program (or food stamps)—grew rapidly in response to the Great Recession.
 
Other researchers examine how parents’ physical and emotional health, relationship stability, and parenting behavior changed over the course of the recession. Janet Currie and Valentina Duque find that while mothers and fathers across all education groups experienced more health problems as a result of the downturn, health disparities by education widened.   Daniel Schneider, Sara McLanahan and Kristin Harknett find decreases in marriage and cohabitation rates among less-educated families, and Ronald Mincy and Elia de la Cruz-Toledo show that as unemployment rates increased, nonresident fathers’ child support payments decreased. William Schneider, Jeanne Brooks-Gunn, and Jane Waldfogel show that fluctuations in unemployment rates negatively affected parenting quality and child well-being, particularly for families where the mother did not have a four-year college degree.
 
Although the recession affected most Americans, Children of the Great Recession reveals how vulnerable parents and children paid a higher price. The research in this volume suggests that policies that boost college access and reinforce the safety net could help protect disadvantaged families in times of economic crisis.

Throughout this book, and particularly in the case studies and examples shared, the role of context is critical, and never far from view. Included here most recently are the horrific and continuing toll of the COVID-19 pandemic, and a long overdue, yet still greatly circumscribed, “national reckoning with systemic racism,” in the aftermath of the brutal police killing of yet another unarmed Black person, and then another and another, seemingly without  end. In many chapters, the authors highlight different facets of the Black Lives Matter movement that  took on new life across the country and the world in response to these atrocities.  In other chapters, the existential threat of climate change and grave threats to democracy also are underscored.

Rembis uses Illinois as a case study to show how implementation of involuntary commitment laws in the United States reflected eugenic thinking about juvenile delinquency.
 
Much more than an institutional history, Defining Deviance examines the cases of vulnerable young women to reveal the centrality of sex, class, gender, and disability in the formation of scientific and social reform. Rembis recounts the contestations between largely working-class teenage girls and the mostly female reformers and professionals who attempted to diagnose and treat them based on changing ideas of eugenics, gender, and impairment. He shows how generational roles and prevailing notions of gender and sexuality influenced reformers to restrict, control, and institutionalize undesirable "defectives" within society, and he details the girls' attempts to influence methods of diagnosis, discipline, and reform.
 
In tracing the historical evolution of ideologies of impairment and gender to show the central importance of gender to the construction of disability, Rembis reveals the larger national implications of the cases at the State Training School. His study provides new insights into the treatment of young women whom the dominant society perceived as threats to the sexual and eugenic purity of modern America.

Everyday Troubles: The Micro-Politics of Interpersonal Conflict

From roommate disputes to family arguments, trouble is inevitable in interpersonal relationships. In Everyday Troubles, Robert M. Emerson explores the beginnings and development of the conflicts that occur in our relationships with the people we regularly encounter—family members, intimate partners, coworkers, and others—and the common responses to such troubles.
            To examine these issues, Emerson draws on interviews with college roommates, diaries documenting a wide range of irritation with others, conversations with people caring for family members suffering from Alzheimer’s, studies of family interactions, neighborly disputes, and other personal accounts. He considers how people respond to everyday troubles: in non-confrontational fashion, by making low-visibility, often secretive, changes in the relationship; more openly by directly complaining to the other person; or by involving a third party, such as friends or family. He then examines how some relational troubles escalate toward extreme and even violent responses, in some cases leading to the involvement of outside authorities like the police or mental health specialists.
By calling attention to the range of possible reactions to conflicts in interpersonal relationships, Emerson also reminds us that extreme, even criminal actions often result when people fail to find ways to deal with trouble in moderate, non-confrontational ways. Richmond (1861-1928) was a contemporary of Jane Addams and an influential leader in the American charity organization movement.  In this biography--the first in-depth study of Richmond's life and work--Elizabeth N. Orphaned at a young age and largely self-educated, Richmond initially entered charity work as a means of self-support, but came to play a vital role in transforming philanthropy--previously seen as a voluntary expression of individual altruism--into a valid, organized profession. Her career took her from charity organization leadership in Baltimore and Philadelphia to an executive position with the prestigious Russell Sage Foundation in New York City.
 
Richmond's progressive civic philosophy of social work was largely informed by the social gospel movement. She strove to find practical applications of the teachings of Christianity in response to the social problems that accompanied rapid industrialization, urbanization, and poverty. At the same time, her tireless efforts and personal example as a woman created an appealing, if ambiguous, path for other professional women. A century later her legacy continues to echo in social work and welfare reform.

Armed conflicts continue to wreak havoc on children and families around the world with profound effects. In 2017, 420 million children—nearly one in five—were living in conflict-affected areas, an increase in 30 million from the previous year. The recent surge in war-induced migration, referred to as a “global refugee crisis” has made migration a highly politicized issue, with refugee populations and host countries facing unique challenges. We know from research related to asylum seeking families that it is vital to think about children and families in relation to what it means to stay together, what it means for parents to be separated from their children, and the kinds of everyday tensions that emerge in living in dangerous, insecure, and precarious circumstances. In Global Child, the authors draw on what they have learned through their collaborative undertakings, and highlight the unique features of participatory, arts-based, and socio-ecological approaches to studying war-affected children and families, demonstrating the collective strength as well as the limitations and ethical implications of such research. Migrants Who Care: West Africans Working and Building Lives in U.S. Health Care

As the U.S. population ages, and as health care needs become more complex, demand for paid care workers in home and institutional settings has increased. This book draws attention to the reserve of immigrant labor that is called upon to meet this need. Migrants Who Care tells the little-known story of a group of English-speaking West African immigrants who have become central to the U.S. health and long-term care systems. With high human capital and middle-class pre-migration backgrounds, these immigrants - hailing from countries as diverse as Cameroon, Sierra Leone, Ghana, Nigeria, and Liberia - encounter blocked opportunities in the U.S labor market. They then work in the United States, as home health aides, certified nursing assistants, qualified disability support professionals, and licensed practical and registered nurses.

This book reveals the global, political, social, and economic factors that have facilitated the entry of West African women and men into the health care labor force (home and institutional care for older adults and individuals with physical and intellectual disabilities; and skilled nursing). It highlights these immigrants’ role as labor brokers who tap into their local ethnic and immigrant communities to channel co-ethnics to meet this labor demand. It illustrates how West African care workers understand their work across various occupational settings and segments in the health care industry. This book reveals the transformative processes migrants undergo as they become produced, repackaged, and deployed as health care workers after migration.

Ultimately, this book tells the very real and human story of an immigrant group surmounting tremendous obstacles to carve out a labor market niche in health care, providing some of the most essential and intimate aspects of care labor to the most vulnerable members of society.

Often thought of as impoverished, backward, and victimized, the people of the southern mountains have long been prime candidates for development projects conceptualized and controlled from outside the region. Peripheral Labour Mobilities

The precarious situation in the successor states of Yugoslavia created a specific dynamic in the field of labor mobility. Still, little research has been done in this region on how women, who are older care workers from Serbia or Bosnia commute—often via illegal border crossings—to German households to look after the elderly. In Peripheral Labor Mobilities, Tanja Višic explores this gender-specific migration pattern in the first expansive ethnography of contemporary cross-border elder care in this region. She takes up questions about how the mobility and work practices of women are integrated into the socio-economic networks of the informal care work sector while also looking at worker confrontations with labor laws and border regimes. Illustrative case studies clearly detail culturally specific patterns of perception of care work, family relationships, and the mobility demanded by these labor arrangements.

How does social change happen? It requires an identified problem, an impassioned and committed group, a catalyst, and a plan. In this deeply researched consideration of seventy-seven stores and establishments, Kimberley Kinder argues that activists also need autonomous space for organizing, and that these spaces are made, not found. She explores the remarkably enduring presence of radical bookstores in America and how they provide infrastructure for organizing—gathering places, retail offerings that draw new people into what she calls “counterspaces.”

Kinder focuses on brick-and-mortar venues where owners approach their businesses primarily as social movement tools. These may be bookstores, infoshops, libraries, knowledge cafes, community centers, publishing collectives, thrift stores, or art installations. They are run by activist-entrepreneurs who create centers for organizing and selling books to pay the rent. These spaces allow radical and contentious ideas to be explored and percolate through to actual social movements, and serve as crucibles for activists to challenge capitalism, imperialism, white privilege, patriarchy, and homophobia. They also exist within a central paradox: participating in the marketplace creates tensions, contradictions, and shortfalls. Activist retail does not end capitalism; collective ownership does not enable a retreat from civic requirements like zoning; and donations, no matter how generous, do not offset the enormous power of corporations and governments.

Reading for Reform rewrites the literary history of late nineteenth and early twentieth century America by putting social reform institutions at the center of literary and cultural analysis. Class-bridging reform institutions—the urban settlement house, working girls’ club, and African American college—are rarely addressed in literary history. Yet, Laura R. Fisher argues, they engendered important experiments in the form and social utility of American literature, from minor texts of Yiddish drama and little-known periodical and reform writers to the fiction of Edith Wharton and Nella Larsen. Fisher delves into reform’s vast and largely unexplored institutional archives to show how dynamic sites of modern literary culture developed at the margins of social power. 

Fisher reveals how reformist approaches to race, class, religion, and gender formation shaped American literature between the 1880s and the 1920s. A Sister’s Memories is the inspiring story of Grace Abbott (1878–1939), as told by her sister and social justice comrade, Edith Abbott (1876–1957). Edith recalls in vivid detail the Nebraska childhood, impressive achievements, and struggles of her sister who, as head of the Immigrants’ Protective League and the U.S. Children’s Bureau, championed children’s rights from the slums of Chicago to the villages of Appalachia. Grace’s crusade can perhaps be best summed up in her well-known credo: “Justice for all children is the high ideal in a democracy.” Her efforts saved the lives of thousands of children and immigrants and improved those of millions more. These trailblazing social service works led the way to the creation of the Social Security Act and UNICEF and caused the press to nickname her “The Mother of America’s 43 Million Children.” She was the first woman in American history to be nominated to the presidential cabinet and the first person to represent the United States at a committee of the League of Nations.

Focusing on four public high schools with differing student bodies, Shedd reveals how the predominantly low-income African American students at one school encounter obstacles their more affluent, white counterparts on the other side of the city do not face. Teens often travel long distances to attend school which, due to Chicago’s segregated and highly unequal neighborhoods, can involve crossing class, race, and gang lines. As Shedd explains, the disadvantaged teens who traverse these boundaries daily develop a keen “perception of injustice,” or the recognition that their economic and educational opportunities are restricted by their place in the social hierarchy.

Adolescents’ worldviews are also influenced by encounters with law enforcement while traveling to school and during school hours. Shedd tracks the rise of metal detectors, surveillance cameras, and pat-downs at certain Chicago schools. Along with police procedures like stop-and-frisk, these prison-like practices lead to distrust of authority and feelings of powerlessness among the adolescents who experience mistreatment either firsthand or vicariously. Shedd finds that the racial composition of the student body profoundly shapes students’ perceptions of injustice. The more diverse a school is, the more likely its students of color will recognize whether they are subject to discriminatory treatment. By contrast, African American and Hispanic youth whose schools and neighborhoods are both highly segregated and highly policed are less likely to understand their individual and group disadvantage due to their lack of exposure to youth of differing backgrounds.

In A Voice but No Power, David Forrest explains why this is the case and explores how these organizers might better reach their potential as advocates for the abolition of exploitation, discrimination, and other unjust conditions.

Through an in-depth study of post-2008 Minneapolis—a center of progressive activism—Forrest argues that social justice organizers so often fall short of their potential largely because of challenges they face in building what he calls “contentious identities,” the public identities they use to represent their constituents and counteract stigmatizing images such as the “welfare queen” or “the underclass.” In the process of assembling, publicizing, and legitimating contentious identities, he shows, these organizers encounter a series of political hazards, each of which pushes them to make choices that weaken movements for equality and freedom. Forrest demonstrates that organizers can achieve better outcomes, however, by steadily working to remake their hazardous political terrain.

The book’s conclusion reflects on the 2020 uprising that followed the police killing of George Floyd, assessing what it means for the future of social justice activism. Ultimately, Forrest’s detailed analysis contributes to leading theories about organizing and social movements and charts possibilities for further emboldening grassroots struggles for a fairer society.

Abandoned Families
Social Isolation in the Twenty-First Century

Choosing whom to marry involves more than emotion, as racial politics, cultural mores, and local demographics all shape romantic choices. In Marriage Vows and Racial Choices, sociologist Jessica Vasquez-Tokos explores the decisions of Latinos who marry either within or outside of their racial and ethnic groups. Drawing from in-depth interviews with nearly 50 couples, she examines their marital choices and how these unions influence their identities as Americans.
 
Vasquez-Tokos finds that their experiences in childhood, adolescence, and young adulthood shape their perceptions of race, which in turn influence their romantic expectations. Most Latinos marry other Latinos, but those who intermarry tend to marry whites. She finds that some Latina women who had domineering fathers assumed that most Latino men shared this trait and gravitated toward white men who differed from their fathers. Other Latina respondents who married white men fused ideas of race and class and perceived whites as higher status and considered themselves to be “marrying up.” Latinos who married non-Latino minorities—African Americans, Asian Americans, and Native Americans—often sought out non-white partners because they shared similar experiences of racial marginalization. Latinos who married Latinos of a different national origin expressed a desire for shared cultural commonalities with their partners, but—like those who married whites—often associated their own national-origin groups with oppressive gender roles.
 
Vasquez-Tokos also investigates how racial and cultural identities are maintained or altered for the respondents’ children. Within Latino-white marriages, biculturalism—in contrast with Latinos adopting a white “American” identity—is likely to emerge. For instance, white women who married Latino men often embraced aspects of Latino culture and passed it along to their children. Yet, for these children, upholding Latino cultural ties depended on their proximity to other Latinos, particularly extended family members. Both location and family relationships shape how parents and children from interracial families understand themselves culturally.
 
As interracial marriages become more common, Marriage Vows and Racial Choices shows how race, gender, and class influence our marital choices and personal lives.

Ambient Sufism
Ritual Niches and the Social Work of Musical Form

Ambient Sufism is a study of the intertwined musical lives of several ritual communities in Tunisia that invoke the healing powers of long-deceased Muslim saints through music-driven trance rituals. Richard C. Jankowsky illuminates the virtually undocumented role of women and minorities in shaping the ritual musical landscape of the region, with case studies on men’s and women’s Sufi orders, Jewish and black Tunisian healing musical troupes, and the popular music of hard-drinking laborers, as well as the cohorts involved in mass-mediated staged spectacles of ritual that continue to inject ritual sounds into the public sphere. He uses the term “ambient Sufism” to illuminate these adjacent ritual practices, each serving as a musical, social, and devotional-therapeutic niche while contributing to a larger, shared ecology of practices surrounding and invoking the figures of saints. And he argues that ritual musical form—that is, the large-scale structuring of ritual through musical organization—has agency; that is, form is revealing and constitutive of experience and encourages particular subjectivities. Ambient Sufism promises many useful ideas for ethnomusicology, anthropology, Islamic and religious studies, and North African studies.

Appalachian Cultural Competency

Health and human service practitioners who work in Appalachia know that the typical “textbook” methods for dealing with clients often have little relevance in the context of Appalachian culture. Despite confronting behavior and values different from those of mainstream America, these professionals may be instructed to follow organizational mandates that are ineffective in mountain communities, subsequently drawing criticism from their clients for practices that are deemed insensitive or controversial. In Appalachian Cultural Competency, Susan E. Beyond The Foster Care System
The Future for Teens

Each year tens of thousands of teenagers are released from the foster care system in the United States without high school degrees or strong family relationships. Two to four years after discharge, half of these young people still do not have either a high school diploma or equivalency degree, and fewer than ten percent enter college. Nearly a third end up on public assistance within fifteen months, and eventually more than a third will be arrested or convicted of a crime.

In this richly detailed and often surprising exploration of the foster care system, Betsy Krebs and Paul Pitcoff argue that the existing structure sets kids up to fail by inadequately preparing them for adult life. Foster care programs traditionally emphasize goals of reuniting children with family or placing children into adoptive homes. But neither of these outcomes is likely for adolescents. Krebs and Pitcoff contend that the primary goal of foster care for teenagers should be rigorous preparation for a fully productive adult life and that the standard life skills curriculum is woefully inadequate for this purpose.

The authors, who together cofounded the Youth Advocacy Center in New York City, draw on their fifteen years of experience working with teens and the foster care system to introduce new ways to teach teens to be responsible for themselves and to identify and develop their potential. They also explore what sorts of resources-legal, financial, and human-will need to come from inside and outside the system to more fully humanize the practice of foster care. Ultimately, Krebs and Pitcoff argue that change must involve the participation of caring communities of volunteers who want to see disadvantaged youth succeed as well as developing methods to empower teens to take control of their lives.

Bringing together a series of inspiring, real-life accounts, Beyond the Foster Care System introduces readers to a number of dynamic young people who have participated in the Youth Advocacy Center's programs and who have gone on to apply these lessons to other areas of life. Their stories demonstrate that more successful alternatives to the standard way of providing foster care are not only imaginable, but possible. Building Financial Empowerment for Survivors of Domestic Violence

Each year, millions of women throughout the world experience violence and abuse at the hands of their intimate partner. Abusers coercively control them by using a variety of tactics ranging from physical or sexual violence to emotional or psychological abuse. An additional tactic often used includes financial abuse in which the abuser controls the money in the family, exploits the victim’s financial standing, and interrupts her efforts to be self-sufficient. The impact of financial abuse can leave women financially trapped in the relationship with limited financial management skills, knowledge, or self-confidence. Indeed, survivors often mention financial barriers as a top reason for keeping them trapped by the abuser in the relationship.
 
Curiously, little of the research on domestic violence has sought to either fully understand the impact of financial abuse or to determine which intervention strategies are most effective for the financial empowerment of survivors. Building Financial Empowerment for Survivors of Domestic Violence aims to address this critical knowledge gap by providing those who work with survivors of domestic violence with practical knowledge on how to empower the financial well-being and stability of survivors. Specifically, every practitioner, human service provider, criminal justice practitioner, financial manager, and corporate supervisor should be screening the women they encounter for economic abuse, and when such abuse is found, they should work with the women toward developing financial safety plans and refer survivors to financial empowerment programs to assist survivors to become free from abuse.

Children of the Great Recession

Many working families continue to struggle in the aftermath of the Great Recession, the deepest and longest economic downturn since the Great Depression. In Children of the Great Recession, a group of leading scholars draw from a unique study of nearly 5,000 economically and ethnically diverse families in twenty cities to analyze the effects of the Great Recession on parents and young children. By exploring the discrepancies in outcomes between these families—particularly between those headed by parents with college degrees and those without—this timely book shows how the most disadvantaged families have continued to suffer as a result of the Great Recession.
 
Several contributors examine the recession’s impact on the economic well-being of families, including changes to income, poverty levels, and economic insecurity. Irwin Garfinkel and Natasha Pilkauskas find that in cities with high unemployment rates during the recession, incomes for families with a college-educated mother fell by only about 5 percent, whereas families without college degrees experienced income losses three to four times greater. Garfinkel and Pilkauskas also show that the number of non-college-educated families enrolled in federal safety net programs—including Medicaid, the Earned Income Tax Credit, and the Supplemental Nutrition Assistance Program (or food stamps)—grew rapidly in response to the Great Recession.
 
Other researchers examine how parents’ physical and emotional health, relationship stability, and parenting behavior changed over the course of the recession. Janet Currie and Valentina Duque find that while mothers and fathers across all education groups experienced more health problems as a result of the downturn, health disparities by education widened.   Daniel Schneider, Sara McLanahan and Kristin Harknett find decreases in marriage and cohabitation rates among less-educated families, and Ronald Mincy and Elia de la Cruz-Toledo show that as unemployment rates increased, nonresident fathers’ child support payments decreased. William Schneider, Jeanne Brooks-Gunn, and Jane Waldfogel show that fluctuations in unemployment rates negatively affected parenting quality and child well-being, particularly for families where the mother did not have a four-year college degree.
 
Although the recession affected most Americans, Children of the Great Recession reveals how vulnerable parents and children paid a higher price. The research in this volume suggests that policies that boost college access and reinforce the safety net could help protect disadvantaged families in times of economic crisis.

Other contributors are inspiring community leaders whose work on-the-ground and in partnership with us “outsiders” highlights both the power of collaboration, and the cultural humility and other skills required to do it well. 

Throughout this book, and particularly in the case studies and examples shared, the role of context is critical, and never far from view. Included here most recently are the horrific and continuing toll of the COVID-19 pandemic, and a long overdue, yet still greatly circumscribed, “national reckoning with systemic racism,” in the aftermath of the brutal police killing of yet another unarmed Black person, and then another and another, seemingly without  end. In many chapters, the authors highlight different facets of the Black Lives Matter movement that  took on new life across the country and the world in response to these atrocities.  In other chapters, the existential threat of climate change and grave threats to democracy also are underscored.

Using a case study from a predominantly Black, urban high school in Washington, D.C., Youniss and Yates build on the insights of Erik Erikson on the social and historical nature of identity development. Vera Lopez situates girls’ relationships with parents who fail to live up to idealized parenting norms and examines how these relationships change over time, and ultimately contribute to the girls’ future drug use and involvement in the justice system.

Drawing on exclusive access to thousands of case files and other documents at the State Training School in Geneva, Illinois, Michael A. Rembis uses Illinois as a case study to show how implementation of involuntary commitment laws in the United States reflected eugenic thinking about juvenile delinquency.
 
Much more than an institutional history, Defining Deviance examines the cases of vulnerable young women to reveal the centrality of sex, class, gender, and disability in the formation of scientific and social reform. Rembis recounts the contestations between largely working-class teenage girls and the mostly female reformers and professionals who attempted to diagnose and treat them based on changing ideas of eugenics, gender, and impairment. He shows how generational roles and prevailing notions of gender and sexuality influenced reformers to restrict, control, and institutionalize undesirable "defectives" within society, and he details the girls' attempts to influence methods of diagnosis, discipline, and reform.
 
In tracing the historical evolution of ideologies of impairment and gender to show the central importance of gender to the construction of disability, Rembis reveals the larger national implications of the cases at the State Training School. His study provides new insights into the treatment of young women whom the dominant society perceived as threats to the sexual and eugenic purity of modern America.

A leading African American intellectual, Eugene Kinckle Jones (1885–1954) was instrumental in professionalizing black social work in America. From roommate disputes to family arguments, trouble is inevitable in interpersonal relationships. In Everyday Troubles, Robert M. Emerson explores the beginnings and development of the conflicts that occur in our relationships with the people we regularly encounter—family members, intimate partners, coworkers, and others—and the common responses to such troubles.
            To examine these issues, Emerson draws on interviews with college roommates, diaries documenting a wide range of irritation with others, conversations with people caring for family members suffering from Alzheimer’s, studies of family interactions, neighborly disputes, and other personal accounts. He considers how people respond to everyday troubles: in non-confrontational fashion, by making low-visibility, often secretive, changes in the relationship; more openly by directly complaining to the other person; or by involving a third party, such as friends or family. He then examines how some relational troubles escalate toward extreme and even violent responses, in some cases leading to the involvement of outside authorities like the police or mental health specialists.
By calling attention to the range of possible reactions to conflicts in interpersonal relationships, Emerson also reminds us that extreme, even criminal actions often result when people fail to find ways to deal with trouble in moderate, non-confrontational ways. Richmond (1861-1928) was a contemporary of Jane Addams and an influential leader in the American charity organization movement.  In this biography--the first in-depth study of Richmond's life and work--Elizabeth N. Orphaned at a young age and largely self-educated, Richmond initially entered charity work as a means of self-support, but came to play a vital role in transforming philanthropy--previously seen as a voluntary expression of individual altruism--into a valid, organized profession. Her career took her from charity organization leadership in Baltimore and Philadelphia to an executive position with the prestigious Russell Sage Foundation in New York City.
 
Richmond's progressive civic philosophy of social work was largely informed by the social gospel movement. She strove to find practical applications of the teachings of Christianity in response to the social problems that accompanied rapid industrialization, urbanization, and poverty. At the same time, her tireless efforts and personal example as a woman created an appealing, if ambiguous, path for other professional women. A century later her legacy continues to echo in social work and welfare reform.

Armed conflicts continue to wreak havoc on children and families around the world with profound effects. In 2017, 420 million children—nearly one in five—were living in conflict-affected areas, an increase in 30 million from the previous year. The recent surge in war-induced migration, referred to as a “global refugee crisis” has made migration a highly politicized issue, with refugee populations and host countries facing unique challenges. We know from research related to asylum seeking families that it is vital to think about children and families in relation to what it means to stay together, what it means for parents to be separated from their children, and the kinds of everyday tensions that emerge in living in dangerous, insecure, and precarious circumstances. In Global Child, the authors draw on what they have learned through their collaborative undertakings, and highlight the unique features of participatory, arts-based, and socio-ecological approaches to studying war-affected children and families, demonstrating the collective strength as well as the limitations and ethical implications of such research. Building on work across the Global South and the Global North, this book aims to deepen an understanding of their tri-pillared approach, and the potential of this methodology for contributing to improved practices in working with war-affected children and their families.

As the U.S. population ages, and as health care needs become more complex, demand for paid care workers in home and institutional settings has increased. This book draws attention to the reserve of immigrant labor that is called upon to meet this need. Migrants Who Care tells the little-known story of a group of English-speaking West African immigrants who have become central to the U.S. health and long-term care systems. With high human capital and middle-class pre-migration backgrounds, these immigrants - hailing from countries as diverse as Cameroon, Sierra Leone, Ghana, Nigeria, and Liberia - encounter blocked opportunities in the U.S labor market. They then work in the United States, as home health aides, certified nursing assistants, qualified disability support professionals, and licensed practical and registered nurses.

This book reveals the global, political, social, and economic factors that have facilitated the entry of West African women and men into the health care labor force (home and institutional care for older adults and individuals with physical and intellectual disabilities; and skilled nursing). It highlights these immigrants’ role as labor brokers who tap into their local ethnic and immigrant communities to channel co-ethnics to meet this labor demand. It illustrates how West African care workers understand their work across various occupational settings and segments in the health care industry. This book reveals the transformative processes migrants undergo as they become produced, repackaged, and deployed as health care workers after migration.

Ultimately, this book tells the very real and human story of an immigrant group surmounting tremendous obstacles to carve out a labor market niche in health care, providing some of the most essential and intimate aspects of care labor to the most vulnerable members of society.

At Rutgers University, the Price Family Fellows Program provides financial, emotional, and academic support for students who seek to steer their own narratives and achieve their dreams through education. Eight graduates of the program now share reflections, photographs, and memories in search of new, often surprising meanings of home and family.
 
Through portraiture, oral history, writing, and family archives, the contributors explore childhood, geography, immigration, education, and family relationships, recovering misunderstood or overlooked moments. In the process of making this work, the group found old family photos, returned to sites of significance, and made new friendships, discovering the transformational potential of this kind of storytelling to reframe hardship, loss, and uncertainty. In the words of one contributor, “I felt like this process was a necessary step that allowed me to acknowledge and comprehend what I was experiencing at the time. It allowed me to create a more coherent understanding that I am who I am because of my past and because I was the one who had control of molding my own, better path.” Each chapter, encompassing one person’s story, is strikingly unique in its vision and approach.

Peripheral Labour Mobilities

The precarious situation in the successor states of Yugoslavia created a specific dynamic in the field of labor mobility. Still, little research has been done in this region on how women, who are older care workers from Serbia or Bosnia commute—often via illegal border crossings—to German households to look after the elderly. In Peripheral Labor Mobilities, Tanja Višic explores this gender-specific migration pattern in the first expansive ethnography of contemporary cross-border elder care in this region. She takes up questions about how the mobility and work practices of women are integrated into the socio-economic networks of the informal care work sector while also looking at worker confrontations with labor laws and border regimes. Illustrative case studies clearly detail culturally specific patterns of perception of care work, family relationships, and the mobility demanded by these labor arrangements.

Investigating the causes of the ongoing failure of welfare assistance, Stoesz focuses on the economic barriers that impede movement out of poverty into the American mainstream. He explores such issues as the heterogeneity of welfare families, generational welfare, inadequate benefits, the negative effects of time limits on welfare recipients, a fringe banking industry that exploits low-income families, the limited capacity of low-wage markets, and the unavailability of credit.
    Stoesz suggests that a form of "bootstrap capitalism" would allow individuals and families to participate more fully in American society and achieve upward economic mobility and stability. How does social change happen? It requires an identified problem, an impassioned and committed group, a catalyst, and a plan. In this deeply researched consideration of seventy-seven stores and establishments, Kimberley Kinder argues that activists also need autonomous space for organizing, and that these spaces are made, not found. She explores the remarkably enduring presence of radical bookstores in America and how they provide infrastructure for organizing—gathering places, retail offerings that draw new people into what she calls “counterspaces.”

Kinder focuses on brick-and-mortar venues where owners approach their businesses primarily as social movement tools. These may be bookstores, infoshops, libraries, knowledge cafes, community centers, publishing collectives, thrift stores, or art installations. They are run by activist-entrepreneurs who create centers for organizing and selling books to pay the rent. These spaces allow radical and contentious ideas to be explored and percolate through to actual social movements, and serve as crucibles for activists to challenge capitalism, imperialism, white privilege, patriarchy, and homophobia. They also exist within a central paradox: participating in the marketplace creates tensions, contradictions, and shortfalls. Activist retail does not end capitalism; collective ownership does not enable a retreat from civic requirements like zoning; and donations, no matter how generous, do not offset the enormous power of corporations and governments. 

In this timely and relevant book, Kinder presents a necessary, novel, and apt analysis of the role these retail spaces play in radical organizing, one that demonstrates how such durable hubs manage to persist, often for decades, between the spikes of public protest.

Reading for Reform rewrites the literary history of late nineteenth and early twentieth century America by putting social reform institutions at the center of literary and cultural analysis. Examining the vibrant, often fractious literary cultures that developed as part of the Progressive mandate to uplift the socially disadvantaged, it shows that in these years reformers saw literature as a way to combat the myriad social problems that plagued modern U.S. society. As they developed distinctly literary methods for Americanizing immigrants, uplifting and refining wage-earning women, and educating black students, their institutions gave rise to a new social purpose for literature.

Class-bridging reform institutions—the urban settlement house, working girls’ club, and African American college—are rarely addressed in literary history. Yet, Laura R. Fisher argues, they engendered important experiments in the form and social utility of American literature, from minor texts of Yiddish drama and little-known periodical and reform writers to the fiction of Edith Wharton and Nella Larsen. Fisher delves into reform’s vast and largely unexplored institutional archives to show how dynamic sites of modern literary culture developed at the margins of social power. 

Fisher reveals how reformist approaches to race, class, religion, and gender formation shaped American literature between the 1880s and the 1920s. In doing so, she tells a new story about the fate of literary practice, and the idea of literature’s practical value, during the very years that modernist authors were proclaiming art’s autonomy from concepts of social utility.

Focusing on the elderly, Helen Levy shows that failing health exacerbates low-income seniors’ hardship by driving up their out-of-pocket medical spending. Other contributors examine the relationship between violence and severe deprivation.
 
Through longitudinal interviews with former prisoners in Boston, Bruce Western reveals the ubiquity of violence in the life course of disadvantaged young men. And Laurence Ralph draws on years of ethnography in Chicago to document how families and communities cope with the trauma of gun violence. Other studies in this
issue show that mass incarceration has changed the nature of poverty  in recent decades, with consequences ranging from increased levels of deprivation among children of incarcerated parents to housing insecurity among parolees, which increases their risk for recidivism. Finally, several papers devise novel methods and concepts relevant to the study of severe deprivation. Kristin Perkin and Robert Sampson develop an innovative measure of “compounded disadvantage” that groups individual and ecological hardship, while Megan Comfort and colleagues pioneer a new approach to ethnographic fieldwork that combines embedded social work with participant observation.

Selling Transracial Adoption

While focused on serving children and families, the adoption industry must also generate sufficient revenue to cover an agency’s operating costs. With its fee-for-service model, Elizabeth Raleigh asks, How does private adoption operate as a marketplace? Her eye-opening book, Selling Transracial Adoption, provides a fine-grained analysis of the business decisions in the adoption industry and what it teaches us about notions of kinship and race. 

Adoption providers, Raleigh declares, are often tasked with pitching the idea of transracial adoption to their mostly white clientele. But not all children are equally “desirable,” and transracial adoption—a market calculation—is hardly colorblind. Selling Transracial Adoption explicitly focuses on adoption providers andemploys candid interviews with adoption workers, social workers, attorneys, and counselors, as well as observations from adoption conferences and information sessions, toillustrate how agencies institute a racial hierarchy—especially when the supply of young and healthy infants is on the decline. Ultimately, Raleigh discovers that the racialized practices in private adoption serve as a powerful reflection of race in America.

Who Benefits from National Service?

The United States has a long history of citizens rendering service to their communities. Examples of government-sponsored voluntary service organizations include the Civilian Conservation Corps, the Peace Corps, and Volunteers in Service to America (VISTA). Among the great figures of Progressive Era reform, Edith and Grace Abbott are perhaps the least sung. Peers, companions, and coworkers of legendary figures such as Jane Addams and Sophonisba Breckinridge, the Abbott sisters were nearly omnipresent in turn-of-the-century struggles to improve the lives of the poor and the working-class people who fed the industrial engines and crowded into diverse city neighborhoods. Grace’s innovative role as a leading champion for the rights of children, immigrants, and women earned her a key place in the history of the social justice movement. As her friend and colleague Eleanor Roosevelt wrote, Grace was “one of the great women of our day . . . a definite strength which we could count on for use in battle.”

A Sister’s Memories is the inspiring story of Grace Abbott (1878–1939), as told by her sister and social justice comrade, Edith Abbott (1876–1957). Edith recalls in vivid detail the Nebraska childhood, impressive achievements, and struggles of her sister who, as head of the Immigrants’ Protective League and the U.S. Children’s Bureau, championed children’s rights from the slums of Chicago to the villages of Appalachia. Grace’s crusade can perhaps be best summed up in her well-known credo: “Justice for all children is the high ideal in a democracy.” Her efforts saved the lives of thousands of children and immigrants and improved those of millions more. These trailblazing social service works led the way to the creation of the Social Security Act and UNICEF and caused the press to nickname her “The Mother of America’s 43 Million Children.” She was the first woman in American history to be nominated to the presidential cabinet and the first person to represent the United States at a committee of the League of Nations.

Edited by Abbott scholar John Sorensen, A Sister’s Memories is destined to become a classic. Social Diagnosis

Social Diagnosis is the classic in social work literature. In it Miss Richmond first established a technique of social casework. She discusses the nature and uses of social evidence, its tests and their practical application, and summarizes the lessons to be learned from history, science, and the law. While other aids in diagnosis have been added to the caseworker's equipment, the assembling of social evidence is still an important discipline of the profession, to which this volume continues to make a significant contribution. No revision of the book has ever been made nor does any later book take its place.

Chicago has long struggled with racial residential segregation, high rates of poverty, and deepening class stratification, and it can be a challenging place for adolescents to grow up. Unequal City examines the ways in which Chicago’s most vulnerable residents navigate their neighborhoods, life opportunities, and encounters with the law. In this pioneering analysis of the intersection of race, place, and opportunity, sociologist and criminal justice expert Carla Shedd illuminates how schools either reinforce or ameliorate the social inequalities that shape the worlds of these adolescents.

Shedd draws from an array of data and in-depth interviews with Chicago youth to offer new insight into this understudied group. Focusing on four public high schools with differing student bodies, Shedd reveals how the predominantly low-income African American students at one school encounter obstacles their more affluent, white counterparts on the other side of the city do not face. Teens often travel long distances to attend school which, due to Chicago’s segregated and highly unequal neighborhoods, can involve crossing class, race, and gang lines. As Shedd explains, the disadvantaged teens who traverse these boundaries daily develop a keen “perception of injustice,” or the recognition that their economic and educational opportunities are restricted by their place in the social hierarchy.

Adolescents’ worldviews are also influenced by encounters with law enforcement while traveling to school and during school hours. Shedd tracks the rise of metal detectors, surveillance cameras, and pat-downs at certain Chicago schools. Along with police procedures like stop-and-frisk, these prison-like practices lead to distrust of authority and feelings of powerlessness among the adolescents who experience mistreatment either firsthand or vicariously. Shedd finds that the racial composition of the student body profoundly shapes students’ perceptions of injustice. The more diverse a school is, the more likely its students of color will recognize whether they are subject to discriminatory treatment. By contrast, African American and Hispanic youth whose schools and neighborhoods are both highly segregated and highly policed are less likely to understand their individual and group disadvantage due to their lack of exposure to youth of differing backgrounds.

A Voice but No Power

Examining the work of social justice groups in Minneapolis following the 2008 recession

Since the Great Recession, even as protest and rebellion have occurred with growing frequency, many social justice organizers continue to displace as much as empower popular struggles for egalitarian and emancipatory change. In A Voice but No Power, David Forrest explains why this is the case and explores how these organizers might better reach their potential as advocates for the abolition of exploitation, discrimination, and other unjust conditions.

Through an in-depth study of post-2008 Minneapolis—a center of progressive activism—Forrest argues that social justice organizers so often fall short of their potential largely because of challenges they face in building what he calls “contentious identities,” the public identities they use to represent their constituents and counteract stigmatizing images such as the “welfare queen” or “the underclass.” In the process of assembling, publicizing, and legitimating contentious identities, he shows, these organizers encounter a series of political hazards, each of which pushes them to make choices that weaken movements for equality and freedom. Forrest demonstrates that organizers can achieve better outcomes, however, by steadily working to remake their hazardous political terrain.

The book’s conclusion reflects on the 2020 uprising that followed the police killing of George Floyd, assessing what it means for the future of social justice activism. Ultimately, Forrest’s detailed analysis contributes to leading theories about organizing and social movements and charts possibilities for further emboldening grassroots struggles for a fairer society.
