African American Travel Narratives from Abroad: Mobility and Cultural Work in the Age of Jim Crow

During the Jim Crow era, African American travelers faced the prospects of violence, harassment, and the denial of services, especially as they made their way throughout the American South. Those who journeyed outside the United States found not only a political and social context that was markedly different from America's, but in their international mobility, they also discovered new ways of identifying themselves in relation to others.

In this book, Gary Totten examines the global travel narratives of a diverse set of African American writers, including Ida B. Wells, Booker T. Washington, Matthew Henson, Jessie Redmon Fauset, and Zora Neale Hurston. While these writers deal with issues of identity in relation to a reimagined sense of self—in a way that we might expect to find in travel narratives—they also push against the constraints and conventions of the genre, reconsidering discourses of tourism, ethnography, and exploration. This book not only offers new insights about African American writers and mobility, it also charts the ideological distinctions and divergent agendas within this group of writers. Totten demonstrates how these travelers and their writings challenged dominant ideologies about African American experience, expression, and identity in a period of escalating racial violence. By setting these texts in their historical context and within the genre of travel writing, Totten presents a nuanced understanding of both popular and recovered work of the period.

A deep dive into mid-century African American newspapers, exploring how Black pulp fiction reassembled genre formulas in the service of racial justice

In recent years, Jordan Peele’s Get Out, Marvel’s Black Panther, and HBO’s Watchmen have been lauded for the innovative ways they repurpose genre conventions to criticize white supremacy, celebrate Black resistance, and imagine a more racially just world—important progressive messages widely spread precisely because they are packaged in popular genres. But it turns out, such generic retooling for antiracist purposes is nothing new.  

As Brooks E. Hefner’s Black Pulp shows, this tradition of antiracist genre revision begins even earlier than recent studies of Black superhero comics of the 1960s have revealed. Hefner traces it back to a phenomenon that began in the 1920s, to serialized (and sometimes syndicated) genre stories written by Black authors in Black newspapers with large circulations among middle- and working-class Black readers. From the pages of the Pittsburgh Courier and the Baltimore Afro-American, Hefner recovers a rich archive of African American genre fiction from the 1920s through the mid-1950s—spanning everything from romance, hero-adventure, and crime stories to westerns and science fiction. Reading these stories, Hefner explores how their authors deployed, critiqued, and reassembled genre formulas—and the pleasures they offer to readers—in the service of racial justice: to criticize Jim Crow segregation, racial capitalism, and the sexual exploitation of Black women; to imagine successful interracial romance and collective sociopolitical progress; and to cheer Black agency, even retributive violence in the face of white supremacy. 

These popular stories differ significantly from contemporaneous, now-canonized African American protest novels that tend to represent Jim Crow America as a deterministic machine and its Black inhabitants as doomed victims. Widely consumed but since forgotten, these genre stories—and Hefner’s incisive analysis of them—offer a more vibrant understanding of African American literary history.

Social change triggered by the Civil Rights Movement in the 1960s sent the American Society of Newspaper Editors (ASNE) on a fifty-year mission to dismantle an exclusionary professional standard that envisioned the ideal journalist as white, straight, and male. In this book, Gwyneth Mellinger explores the complex history of the decades-long ASNE diversity initiative, which culminated in the failed Goal 2000 effort to match newsroom demographics with those of the U.S. population.
 
Drawing upon exhaustive reviews of ASNE archival materials, Mellinger examines the democratic paradox through the lens of the ASNE, an elite organization that arguably did more than any other during the twentieth century to institutionalize professional standards in journalism and expand the concepts of government accountability and the free press. The ASNE would emerge in the 1970s as the leader in the newsroom integration movement, but its effort would be frustrated by structures of exclusion the organization had embedded into its own professional standards. Explaining why a project so promising failed so profoundly, Chasing Newsroom Diversity expands our understanding of the intransigence of institutional racism, gender discrimination, and homophobia within democracy.

Concentration Camps on the Home Front: Japanese Americans in the House of Jim Crow

Without trial and without due process, the United States government locked up nearly all of those citizens and longtime residents who were of Japanese descent during World War II. Ten concentration camps were set up across the country to confine over 120,000 inmates. Almost 20,000 of them were shipped to the only two camps in the segregated South—Jerome and Rohwer in Arkansas—locations that put them right in the heart of a much older, long-festering system of racist oppression. The first history of these Arkansas camps, Concentration Camps on the Home Front is an eye-opening account of the inmates’ experiences and a searing examination of American imperialism and racist hysteria.

While the basic facts of Japanese-American incarceration are well known, John Howard’s extensive research gives voice to those whose stories have been forgotten or ignored. He highlights the roles of women, first-generation immigrants, and those who forcefully resisted their incarceration by speaking out against dangerous working conditions and white racism. In addition to this overlooked history of dissent, Howard also exposes the government’s aggressive campaign to Americanize the inmates and even convert them to Christianity. After the war ended, this movement culminated in the dispersal of the prisoners across the nation in a calculated effort to break up ethnic enclaves.

Howard’s re-creation of life in the camps is powerful, provocative, and disturbing. Concentration Camps on the Home Front rewrites a notorious chapter in American history—a shameful story that nonetheless speaks to the strength of human resilience in the face of even the most grievous injustices.

In the decades following the Civil War, nearly a quarter of African Americans achieved a remarkable victory—they got their own land. While other ex-slaves and many poor whites became trapped in the exploitative sharecropping system, these independence-seeking individuals settled on pockets of unclaimed land that had been deemed too poor for farming and turned them into successful family farms. In these self-sufficient rural communities, often known as "freedom colonies," African Americans created a refuge from the discrimination and violence that routinely limited the opportunities of blacks in the Jim Crow South.

Freedom Colonies is the first book to tell the story of these independent African American settlements. Thad Sitton and James Conrad focus on communities in Texas, where blacks achieved a higher percentage of land ownership than in any other state of the Deep South. The authors draw on a vast reservoir of ex-slave narratives, oral histories, written memoirs, and public records to describe how the freedom colonies formed and to recreate the lifeways of African Americans who made their living by farming or in skilled trades such as milling and blacksmithing. They also uncover the forces that led to the decline of the communities from the 1930s onward, including economic hard times and the greed of whites who found legal and illegal means of taking black-owned land. And they visit some of the remaining communities to discover how their independent way of life endures into the twenty-first century.

This multilayered study of the representation of black masculinity in musical and cultural performance takes aim at the reduction of African American male culture to stereotypes of deviance, misogyny, and excess. Broadening the significance of hip-hop culture by linking it to other expressive forms within popular culture, Miles White examines how these representations have both encouraged the demonization of young black males in the United States and abroad and contributed to the construction of their identities.

From Jim Crow to Jay-Z traces black male representations to chattel slavery and American minstrelsy as early examples of fetishization and commodification of black male subjectivity. Continuing with diverse discussions including black action films, heavyweight prizefighting, Elvis Presley's performance of blackness, and white rappers such as Vanilla Ice and Eminem, White establishes a sophisticated framework for interpreting and critiquing black masculinity in hip-hop music and culture. Arguing that black music has undeniably shaped American popular culture and that hip-hop tropes have exerted a defining influence on young male aspirations and behavior, White draws a critical link between the body, musical sound, and the construction of identity.

In 1985, a black veteran of the civil rights movement offered a bleak vision of a long and troubled struggle. For more than a century, black southerners learned to live with betrayed expectations, diminishing prospects, and devastated aspirations. Their odyssey includes some of the most appalling examples of terrorism, violence, and dehumanization in the history of this nation. But, as Leon Litwack graphically demonstrates, it is at the same time an odyssey of resilience and resistance defined by day-to-day acts of protest: the fight for justice poignantly recorded in the stories, songs, images, and movements of a people trying to be heard.

For black men and women, the question is: how free is free? Despite two major efforts to reconstruct race relations, injustices remain. From the height of Jim Crow to the early twenty-first century, struggles over racism persist despite court decisions and legislation. Few indignities were more pronounced than the World War II denial of basic rights and privileges to those responding to the call to make the world safe for democratic values—values that they themselves did not enjoy. And even the civil rights movement promise to redeem America was frustrated by change that was often more symbolic than real.

Although a painful history to confront, Litwack’s book inspires as it probes the enduring story of racial inequality and the ongoing fight for freedom in black America with power and grace.

Jim Crow is the figure that has long represented America’s imperfect union. When the white actor Thomas D. Rice took to the stage in blackface as Jim Crow, during the 1830s, a ragged and charismatic trickster began channeling black folklore through American popular culture. This compact edition of the earliest Jim Crow plays and songs presents essential performances that assembled backtalk, banter, masquerade, and dance into the diagnostic American style. Quite contrary to Jim Crow’s reputation—which is to say, the term’s later meaning—these early acts undermine both racism and slavery. They celebrate an irresistibly attractive blackness in a young Republic that had failed to come together until Americans agreed to disagree over Jim Crow’s meaning.

As they permeated American popular culture, these distinctive themes formed a template which anticipated minstrel shows, vaudeville, ragtime, jazz, early talking film, and rock ‘n’ roll. They all show whites using rogue blackness to rehearse their mutual disaffection and uneven exclusion.

In Jim Crow and the Wilson Administration, Nicholas Patler presents the first in-depth study of the historic protest movement that challenged federal racial segregation and discrimination during the first two years of Woodrow Wilson's presidency. Before the Wilson years, as southern states and localities enshrined Jim Crow--in law and custom--and systematic racial discrimination infiltrated the North, the executive branch of the federal government moved in the opposite direction by opening federal employment to thousands of African Americans, appointing blacks to federal and diplomatic offices throughout the country and the world. Finding support from the federal government, many African Americans, supported Wilson's democratic campaign, dubbed the "New Freedom," with hopes of continuing advancement. But as president, the southern-born Wilson openly supported and directly implemented a Jim Crow policy in the federal departments unleashing a firestorm of protest.

This protest campaign, carried out on a level not seen since the abolitionist movement, galvanized a vast community of men and women. Blacks and whites, professionals and laymen, signed petitions, wrote protest letters, participated in organized mass meetings, lobbied public officials, directly confronted Wilson, made known their plight through publicity campaigns, and, in at least one case, marched to express their opposition. Patler provides a thorough examination of the two national organizations that led these protests efforts - the National Association for the Advancement of Colored People and William Monroe Trotter's National Equal Rights League - and deftly contextualizes the movement, while emphasizing the tragic, enduring consequences of the Wilson administration's actions.

Not Free, Not for All: Public Libraries in the Age of Jim Crow

Americans tend to imagine their public libraries as time-honored advocates of equitable access to information for all. Through much of the twentieth century, however, many black Americans were denied access to public libraries or allowed admittance only to separate and smaller buildings and collections. While scholars have examined and continue to uncover the history of school segregation, there has been much less research published on the segregation of public libraries in the Jim Crow South. In fact, much of the writing on public library history has failed to note these racial exclusions.

In Not Free, Not for All, Cheryl Knott traces the establishment, growth, and eventual demise of separate public libraries for African Americans in the South, disrupting the popular image of the American public library as historically welcoming readers from all walks of life. Using institutional records, contemporaneous newspaper and magazine articles, and other primary sources together with scholarly work in the fields of print culture and civil rights history, Knott reconstructs a complex story involving both animosity and cooperation among whites and blacks who valued what libraries had to offer. African American library advocates, staff, and users emerge as the creators of their own separate collections and services with both symbolic and material importance, even as they worked toward dismantling those very institutions during the era of desegregation.

Race and the Law in South Carolina: From Slavery to Jim Crow

Race and the Law in South Carolina carefully reconstructs the social history behind six legal disputes heard in the South Carolina courts between the 1840s and the 1940s. The book uses these case studies to probe the complex relationship between race and the law in the American South during a century that included slavery, Reconstruction, and Jim Crow.

Throughout most of the period covered in the book, the South Carolina legal system obsessively drew racial lines, always to the detriment of nonwhite people. Occasionally, however, the legal system also provided a public forum—perhaps the region’s best—within which racism could openly be challenged. The book emphasizes how dramatically the degree of legal oppressiveness experienced by Black South Carolinians varied during the century under study, based largely on the degree of Black access to political and legal power. During the era of slavery, both enslaved and nominally “free” Black South Carolinians suffered extreme legal disenfranchisement. They had no political voice and precious little access to legal redress. They could not vote, serve in public office, sit on juries, or testify in court against whites. There were no Black lawyers. Black South Carolinians had essentially no claims-making ability, resulting, unsurprisingly, in a deeply oppressive, thoroughly racialized system.

Most of these antebellum legal disenfranchisements were overturned during the post-Civil War era of Reconstruction. In the wake of abolition, Reconstruction-era reformers in South Carolina erased one racial distinction after another from state law. For a time, Black men voted and Black jurors sat in rough proportion to their share of the state’s population. The state’s first Black lawyers and officeholders appeared. Among them was an attorney from Pennsylvania named Jonathan Jasper Wright, who ascended to the South Carolina Supreme Court in 1870, becoming the nation’s first Black appellate justice.

By the turn of the twentieth century, however, an explicitly white supremacist movement had rolled back many of the egalitarian gains of the Reconstruction era and reimposed a legalized racial hierarchy in South Carolina. The book explores three prominent features of the resulting Jim Crow system (segregated schools, racially skewed juries, and lynching) and documents the commitment of both elite and non-elite whites to using legal and quasi-legal tools to establish hierarchical racial distinctions. It also shows how Black lawyers and others used the law to combat some of Jim Crow’s worst excesses. In this sense the book demonstrates the persistence of many Reconstruction-era reforms, including emancipation, Black education, the legal language of equal protection, Black lawyers, and Black access to the courts.

Raising Cain: Blackface Performance from Jim Crow to Hip Hop

It wasn't the "approved" reading, but then, blackface wasn't the "approved" culture either--yet somehow we're still dancing to its renegade tune. The story of an insubordinate, rebellious, truly popular culture stretching from Jim Crow to hip hop is told for the first time in Raising Cain, a provocative look at how the outcasts of official culture have made their own place in the world.

Unearthing a wealth of long-buried plays and songs, rethinking materials often deemed too troubling or lowly to handle, and overturning cherished ideas about classics from Uncle Tom's Cabin to Benito Cereno to The Jazz Singer, W. T. Lhamon Jr. sets out a startlingly original history of blackface as a cultural ritual that, for all its racist elements, was ultimately liberating. He shows that early blackface, dating back to the 1830s, put forward an interpretation of blackness as that which endured a commonly felt scorn and often outwitted it. To follow the subsequent turns taken by the many forms of blackface is to pursue the way modern social shifts produce and disperse culture. Raising Cain follows these forms as they prolong and adapt folk performance and popular rites for industrial commerce, then project themselves into the rougher modes of postmodern life through such heirs of blackface as stand-up comedy, rock 'n' roll, talk TV, and hip hop.

Formally raising Cain in its myriad variants, blackface appears here as a racial project more radical even than abolitionism. Lhamon's account of its provenance and persistence is a major reinterpretation of American culture.

Redress for Historical Injustices in the United States: On Reparations for Slavery, Jim Crow, and Their Legacies

An exceptional resource, this comprehensive reader brings together primary and secondary documents related to efforts to redress historical wrongs against African Americans. These varied efforts are often grouped together under the rubric “reparations movement,” and they are united in their goal of “repairing” the injustices that have followed from the long history of slavery and Jim Crow. Yet, as this collection reveals, there is a broad range of opinions as to the form that repair might take. Some advocates of redress call for apologies; others for official acknowledgment of wrongdoing; and still others for more tangible reparations: monetary compensation, government investment in disenfranchised communities, the restitution of lost property and rights, and repatriation.

Written by activists and scholars of law, political science, African American studies, philosophy, economics, and history, the twenty-six essays include both previously published articles and pieces written specifically for this volume. Essays theorize the historical and legal bases of claims for redress; examine the history, strengths, and limitations of the reparations movement; and explore its relation to human rights and social justice movements in the United States and abroad. Other essays evaluate the movement’s primary strategies: legislation, litigation, and mobilization. While all of the contributors support the campaign for redress in one way or another, some of them engage with arguments against reparations.

Among the fifty-three primary documents included in the volume are federal, state, and municipal acts and resolutions; declarations and statements from organizations including the Black Panther Party and the NAACP; legal briefs and opinions; and findings and directives related to the provision of redress, from the Oklahoma Commission to Study the Tulsa Race Riot of 1921 to the mandate for the Greensboro Truth and Reconciliation Commission. Redress for Historical Injustices in the United States is a thorough assessment of the past, present, and future of the modern reparations movement.

Segregating Sound: Inventing Folk and Pop Music in the Age of Jim Crow

In Segregating Sound, Karl Hagstrom Miller argues that the categories that we have inherited to think and talk about southern music bear little relation to the ways that southerners long played and heard music. Focusing on the late nineteenth century and the early twentieth, Miller chronicles how southern music—a fluid complex of sounds and styles in practice—was reduced to a series of distinct genres linked to particular racial and ethnic identities. The blues were African American. Rural white southerners played country music. By the 1920s, these depictions were touted in folk song collections and the catalogs of “race” and “hillbilly” records produced by the phonograph industry. Such links among race, region, and music were new. Black and white artists alike had played not only blues, ballads, ragtime, and string band music, but also nationally popular sentimental ballads, minstrel songs, Tin Pan Alley tunes, and Broadway hits.

In a cultural history filled with musicians, listeners, scholars, and business people, Miller describes how folklore studies and the music industry helped to create a “musical color line,” a cultural parallel to the physical color line that came to define the Jim Crow South. Segregated sound emerged slowly through the interactions of southern and northern musicians, record companies that sought to penetrate new markets across the South and the globe, and academic folklorists who attempted to tap southern music for evidence about the history of human civilization. Contending that people’s musical worlds were defined less by who they were than by the music that they heard, Miller challenges assumptions about the relation of race, music, and the market.

As one transplant put it, "The only difference between Pasadena and Mississippi is the way they are spelled." From the beaches to streetcars to schools, the Golden State—in contrast to its reputation for tolerance—perfected many methods of controlling people of color.

Lynn M. Hudson deepens our understanding of the practices that African Americans in the West deployed to dismantle Jim Crow in the quest for civil rights prior to the 1960s. Faced with institutionalized racism, black Californians used both established and improvised tactics to resist and survive the state's color line. During the Jim Crow era, African American travelers faced the prospects of violence, harassment, and the denial of services, especially as they made their way throughout the American South. Those who journeyed outside the United States found not only a political and social context that was markedly different from America's, but in their international mobility, they also discovered new ways of identifying themselves in relation to others.

In this book, Gary Totten examines the global travel narratives of a diverse set of African American writers, including Ida B. Wells, Booker T. Washington, Matthew Henson, Jessie Redmon Fauset, and Zora Neale Hurston. While these writers deal with issues of identity in relation to a reimagined sense of self—in a way that we might expect to find in travel narratives—they also push against the constraints and conventions of the genre, reconsidering discourses of tourism, ethnography, and exploration. This book not only offers new insights about African American writers and mobility, it also charts the ideological distinctions and divergent agendas within this group of writers. Totten demonstrates how these travelers and their writings challenged dominant ideologies about African American experience, expression, and identity in a period of escalating racial violence. By setting these texts in their historical context and within the genre of travel writing, Totten presents a nuanced understanding of both popular and recovered work of the period.

Black Pulp
Genre Fiction in the Shadow of Jim Crow

A deep dive into mid-century African American newspapers, exploring how Black pulp fiction reassembled genre formulas in the service of racial justice

In recent years, Jordan Peele’s Get Out, Marvel’s Black Panther, and HBO’s Watchmen have been lauded for the innovative ways they repurpose genre conventions to criticize white supremacy, celebrate Black resistance, and imagine a more racially just world—important progressive messages widely spread precisely because they are packaged in popular genres. But it turns out, such generic retooling for antiracist purposes is nothing new.  

As Brooks E. Hefner’s Black Pulp shows, this tradition of antiracist genre revision begins even earlier than recent studies of Black superhero comics of the 1960s have revealed. Hefner traces it back to a phenomenon that began in the 1920s, to serialized (and sometimes syndicated) genre stories written by Black authors in Black newspapers with large circulations among middle- and working-class Black readers. From the pages of the Pittsburgh Courier and the Baltimore Afro-American, Hefner recovers a rich archive of African American genre fiction from the 1920s through the mid-1950s—spanning everything from romance, hero-adventure, and crime stories to westerns and science fiction. Reading these stories, Hefner explores how their authors deployed, critiqued, and reassembled genre formulas—and the pleasures they offer to readers—in the service of racial justice: to criticize Jim Crow segregation, racial capitalism, and the sexual exploitation of Black women; to imagine successful interracial romance and collective sociopolitical progress; and to cheer Black agency, even retributive violence in the face of white supremacy. 

These popular stories differ significantly from contemporaneous, now-canonized African American protest novels that tend to represent Jim Crow America as a deterministic machine and its Black inhabitants as doomed victims. Widely consumed but since forgotten, these genre stories—and Hefner’s incisive analysis of them—offer a more vibrant understanding of African American literary history.

Chasing Newsroom Diversity
From Jim Crow to Affirmative Action

Social change triggered by the Civil Rights Movement in the 1960s sent the American Society of Newspaper Editors (ASNE) on a fifty-year mission to dismantle an exclusionary professional standard that envisioned the ideal journalist as white, straight, and male. In this book, Gwyneth Mellinger explores the complex history of the decades-long ASNE diversity initiative, which culminated in the failed Goal 2000 effort to match newsroom demographics with those of the U.S. population.
 
Drawing upon exhaustive reviews of ASNE archival materials, Mellinger examines the democratic paradox through the lens of the ASNE, an elite organization that arguably did more than any other during the twentieth century to institutionalize professional standards in journalism and expand the concepts of government accountability and the free press. The ASNE would emerge in the 1970s as the leader in the newsroom integration movement, but its effort would be frustrated by structures of exclusion the organization had embedded into its own professional standards. Explaining why a project so promising failed so profoundly, Chasing Newsroom Diversity expands our understanding of the intransigence of institutional racism, gender discrimination, and homophobia within democracy.

Concentration Camps on the Home Front

Without trial and without due process, the United States government locked up nearly all of those citizens and longtime residents who were of Japanese descent during World War II. Ten concentration camps were set up across the country to confine over 120,000 inmates. Almost 20,000 of them were shipped to the only two camps in the segregated South—Jerome and Rohwer in Arkansas—locations that put them right in the heart of a much older, long-festering system of racist oppression. The first history of these Arkansas camps, Concentration Camps on the Home Front is an eye-opening account of the inmates’ experiences and a searing examination of American imperialism and racist hysteria.

While the basic facts of Japanese-American incarceration are well known, John Howard’s extensive research gives voice to those whose stories have been forgotten or ignored. He highlights the roles of women, first-generation immigrants, and those who forcefully resisted their incarceration by speaking out against dangerous working conditions and white racism. In addition to this overlooked history of dissent, Howard also exposes the government’s aggressive campaign to Americanize the inmates and even convert them to Christianity. After the war ended, this movement culminated in the dispersal of the prisoners across the nation in a calculated effort to break up ethnic enclaves.

Howard’s re-creation of life in the camps is powerful, provocative, and disturbing. Concentration Camps on the Home Front rewrites a notorious chapter in American history—a shameful story that nonetheless speaks to the strength of human resilience in the face of even the most grievous injustices.

In the decades following the Civil War, nearly a quarter of African Americans achieved a remarkable victory—they got their own land. While other ex-slaves and many poor whites became trapped in the exploitative sharecropping system, these independence-seeking individuals settled on pockets of unclaimed land that had been deemed too poor for farming and turned them into successful family farms. In these self-sufficient rural communities, often known as "freedom colonies," African Americans created a refuge from the discrimination and violence that routinely limited the opportunities of blacks in the Jim Crow South.

Freedom Colonies is the first book to tell the story of these independent African American settlements. Thad Sitton and James Conrad focus on communities in Texas, where blacks achieved a higher percentage of land ownership than in any other state of the Deep South. The authors draw on a vast reservoir of ex-slave narratives, oral histories, written memoirs, and public records to describe how the freedom colonies formed and to recreate the lifeways of African Americans who made their living by farming or in skilled trades such as milling and blacksmithing. They also uncover the forces that led to the decline of the communities from the 1930s onward, including economic hard times and the greed of whites who found legal and illegal means of taking black-owned land. And they visit some of the remaining communities to discover how their independent way of life endures into the twenty-first century.

From Jim Crow to Jay-Z traces black male representations to chattel slavery and American minstrelsy as early examples of fetishization and commodification of black male subjectivity. Continuing with diverse discussions including black action films, heavyweight prizefighting, Elvis Presley's performance of blackness, and white rappers such as Vanilla Ice and Eminem, White establishes a sophisticated framework for interpreting and critiquing black masculinity in hip-hop music and culture. How Free Is Free?

In 1985, a black veteran of the civil rights movement offered a bleak vision of a long and troubled struggle. For more than a century, black southerners learned to live with betrayed expectations, diminishing prospects, and devastated aspirations. Their odyssey includes some of the most appalling examples of terrorism, violence, and dehumanization in the history of this nation. But, as Leon Litwack graphically demonstrates, it is at the same time an odyssey of resilience and resistance defined by day-to-day acts of protest: the fight for justice poignantly recorded in the stories, songs, images, and movements of a people trying to be heard.

For black men and women, the question is: how free is free? Despite two major efforts to reconstruct race relations, injustices remain. From the height of Jim Crow to the early twenty-first century, struggles over racism persist despite court decisions and legislation. Few indignities were more pronounced than the World War II denial of basic rights and privileges to those responding to the call to make the world safe for democratic values—values that they themselves did not enjoy. And even the civil rights movement promise to redeem America was frustrated by change that was often more symbolic than real.

Although a painful history to confront, Litwack’s book inspires as it probes the enduring story of racial inequality and the ongoing fight for freedom in black America with power and grace.

Jim Crow is the figure that has long represented America’s imperfect union. When the white actor Thomas D. Rice took to the stage in blackface as Jim Crow, during the 1830s, a ragged and charismatic trickster began channeling black folklore through American popular culture. This compact edition of the earliest Jim Crow plays and songs presents essential performances that assembled backtalk, banter, masquerade, and dance into the diagnostic American style. Quite contrary to Jim Crow’s reputation—which is to say, the term’s later meaning—these early acts undermine both racism and slavery. They celebrate an irresistibly attractive blackness in a young Republic that had failed to come together until Americans agreed to disagree over Jim Crow’s meaning.

As they permeated American popular culture, these distinctive themes formed a template which anticipated minstrel shows, vaudeville, ragtime, jazz, early talking film, and rock ‘n’ roll. They all show whites using rogue blackness to rehearse their mutual disaffection and uneven exclusion.

In Jim Crow and the Wilson Administration, Nicholas Patler presents the first in-depth study of the historic protest movement that challenged federal racial segregation and discrimination during the first two years of Woodrow Wilson's presidency. Before the Wilson years, as southern states and localities enshrined Jim Crow--in law and custom--and systematic racial discrimination infiltrated the North, the executive branch of the federal government moved in the opposite direction by opening federal employment to thousands of African Americans, appointing blacks to federal and diplomatic offices throughout the country and the world. Finding support from the federal government, many African Americans, supported Wilson's democratic campaign, dubbed the "New Freedom," with hopes of continuing advancement. But as president, the southern-born Wilson openly supported and directly implemented a Jim Crow policy in the federal departments unleashing a firestorm of protest.

This protest campaign, carried out on a level not seen since the abolitionist movement, galvanized a vast community of men and women. Blacks and whites, professionals and laymen, signed petitions, wrote protest letters, participated in organized mass meetings, lobbied public officials, directly confronted Wilson, made known their plight through publicity campaigns, and, in at least one case, marched to express their opposition. Patler provides a thorough examination of the two national organizations that led these protests efforts - the National Association for the Advancement of Colored People and William Monroe Trotter's National Equal Rights League - and deftly contextualizes the movement, while emphasizing the tragic, enduring consequences of the Wilson administration's actions.

Americans tend to imagine their public libraries as time-honored advocates of equitable access to information for all. Through much of the twentieth century, however, many black Americans were denied access to public libraries or allowed admittance only to separate and smaller buildings and collections. While scholars have examined and continue to uncover the history of school segregation, there has been much less research published on the segregation of public libraries in the Jim Crow South. In fact, much of the writing on public library history has failed to note these racial exclusions.

In Not Free, Not for All, Cheryl Knott traces the establishment, growth, and eventual demise of separate public libraries for African Americans in the South, disrupting the popular image of the American public library as historically welcoming readers from all walks of life. Using institutional records, contemporaneous newspaper and magazine articles, and other primary sources together with scholarly work in the fields of print culture and civil rights history, Knott reconstructs a complex story involving both animosity and cooperation among whites and blacks who valued what libraries had to offer. African American library advocates, staff, and users emerge as the creators of their own separate collections and services with both symbolic and material importance, even as they worked toward dismantling those very institutions during the era of desegregation.

Race and the Law in South Carolina
From Slavery to Jim Crow

Race and the Law in South Carolina carefully reconstructs the social history behind six legal disputes heard in the South Carolina courts between the 1840s and the 1940s. The book uses these case studies to probe the complex relationship between race and the law in the American South during a century that included slavery, Reconstruction, and Jim Crow.

Throughout most of the period covered in the book, the South Carolina legal system obsessively drew racial lines, always to the detriment of nonwhite people. Occasionally, however, the legal system also provided a public forum—perhaps the region’s best—within which racism could openly be challenged. The book emphasizes how dramatically the degree of legal oppressiveness experienced by Black South Carolinians varied during the century under study, based largely on the degree of Black access to political and legal power. During the era of slavery, both enslaved and nominally “free” Black South Carolinians suffered extreme legal disenfranchisement. They had no political voice and precious little access to legal redress. They could not vote, serve in public office, sit on juries, or testify in court against whites. There were no Black lawyers. Black South Carolinians had essentially no claims-making ability, resulting, unsurprisingly, in a deeply oppressive, thoroughly racialized system.

Most of these antebellum legal disenfranchisements were overturned during the post-Civil War era of Reconstruction. In the wake of abolition, Reconstruction-era reformers in South Carolina erased one racial distinction after another from state law. For a time, Black men voted and Black jurors sat in rough proportion to their share of the state’s population. The state’s first Black lawyers and officeholders appeared. Among them was an attorney from Pennsylvania named Jonathan Jasper Wright, who ascended to the South Carolina Supreme Court in 1870, becoming the nation’s first Black appellate justice.

By the turn of the twentieth century, however, an explicitly white supremacist movement had rolled back many of the egalitarian gains of the Reconstruction era and reimposed a legalized racial hierarchy in South Carolina. The book explores three prominent features of the resulting Jim Crow system (segregated schools, racially skewed juries, and lynching) and documents the commitment of both elite and non-elite whites to using legal and quasi-legal tools to establish hierarchical racial distinctions. It also shows how Black lawyers and others used the law to combat some of Jim Crow’s worst excesses. In this sense the book demonstrates the persistence of many Reconstruction-era reforms, including emancipation, Black education, the legal language of equal protection, Black lawyers, and Black access to the courts.

Unearthing a wealth of long-buried plays and songs, rethinking materials often deemed too troubling or lowly to handle, and overturning cherished ideas about classics from Uncle Tom's Cabin to Benito Cereno to The Jazz Singer, W. T. Lhamon Jr. sets out a startlingly original history of blackface as a cultural ritual that, for all its racist elements, was ultimately liberating. He shows that early blackface, dating back to the 1830s, put forward an interpretation of blackness as that which endured a commonly felt scorn and often outwitted it. To follow the subsequent turns taken by the many forms of blackface is to pursue the way modern social shifts produce and disperse culture. Raising Cain follows these forms as they prolong and adapt folk performance and popular rites for industrial commerce, then project themselves into the rougher modes of postmodern life through such heirs of blackface as stand-up comedy, rock 'n' roll, talk TV, and hip hop.

Formally raising Cain in its myriad variants, blackface appears here as a racial project more radical even than abolitionism. Lhamon's account of its provenance and persistence is a major reinterpretation of American culture.

Redress for Historical Injustices in the United States
On Reparations for Slavery, Jim Crow, and Their Legacies

An exceptional resource, this comprehensive reader brings together primary and secondary documents related to efforts to redress historical wrongs against African Americans. These varied efforts are often grouped together under the rubric “reparations movement,” and they are united in their goal of “repairing” the injustices that have followed from the long history of slavery and Jim Crow. Yet, as this collection reveals, there is a broad range of opinions as to the form that repair might take. Some advocates of redress call for apologies; others for official acknowledgment of wrongdoing; and still others for more tangible reparations: monetary compensation, government investment in disenfranchised communities, the restitution of lost property and rights, and repatriation.

Written by activists and scholars of law, political science, African American studies, philosophy, economics, and history, the twenty-six essays include both previously published articles and pieces written specifically for this volume. Essays theorize the historical and legal bases of claims for redress; examine the history, strengths, and limitations of the reparations movement; and explore its relation to human rights and social justice movements in the United States and abroad. Other essays evaluate the movement’s primary strategies: legislation, litigation, and mobilization. While all of the contributors support the campaign for redress in one way or another, some of them engage with arguments against reparations.

Among the fifty-three primary documents included in the volume are federal, state, and municipal acts and resolutions; declarations and statements from organizations including the Black Panther Party and the NAACP; legal briefs and opinions; and findings and directives related to the provision of redress, from the Oklahoma Commission to Study the Tulsa Race Riot of 1921 to the mandate for the Greensboro Truth and Reconciliation Commission. Redress for Historical Injustices in the United States is a thorough assessment of the past, present, and future of the modern reparations movement.

Segregating Sound
Inventing Folk and Pop Music in the Age of Jim Crow

In Segregating Sound, Karl Hagstrom Miller argues that the categories that we have inherited to think and talk about southern music bear little relation to the ways that southerners long played and heard music. Focusing on the late nineteenth century and the early twentieth, Miller chronicles how southern music—a fluid complex of sounds and styles in practice—was reduced to a series of distinct genres linked to particular racial and ethnic identities. The blues were African American. Rural white southerners played country music. By the 1920s, these depictions were touted in folk song collections and the catalogs of “race” and “hillbilly” records produced by the phonograph industry. Such links among race, region, and music were new. Black and white artists alike had played not only blues, ballads, ragtime, and string band music, but also nationally popular sentimental ballads, minstrel songs, Tin Pan Alley tunes, and Broadway hits.

In a cultural history filled with musicians, listeners, scholars, and business people, Miller describes how folklore studies and the music industry helped to create a “musical color line,” a cultural parallel to the physical color line that came to define the Jim Crow South. Segregated sound emerged slowly through the interactions of southern and northern musicians, record companies that sought to penetrate new markets across the South and the globe, and academic folklorists who attempted to tap southern music for evidence about the history of human civilization. Contending that people’s musical worlds were defined less by who they were than by the music that they heard, Miller challenges assumptions about the relation of race, music, and the market.
