A critical reading of the unstable structures that organize biological and social life
This timely and radically interdisciplinary volume uncovers the aesthetics and politics of infrastructure. From roads and bridges to harbors and canals, infrastructure is conventionally understood as the public works that allow for the circulation of capital. Yet this naturalized concept of infrastructure, driven by capital’s restless expansion, is haunted by imperial tendencies to occupy territory, extract resources, and organize life. Infrastructure thus undergirds the living nexus of modernity in an ongoing project of racialization, affective embodiment, and environmental praxis. Rather than merely making visible infrastructure’s modes of power, however, The Aesthetic Life of Infrastructure brings literary methods to bear on the interpretive terrain, reading infrastructural space and temporalities to show that their aesthetic and sensorial experience cannot be understood apart from histories of production and political economies.
Building on critical infrastructure studies in anthropology, geography, and media studies, this collection demonstrates the field’s vitality to scholars working across the humanities, including in literary, visual, and cultural studies. By querying the presumed invisibility of infrastructure’s hidden life, the volume’s contributors revitalize ongoing literary debates about reading surface and depth. How, they ask, might infrastructure and aesthetics then function as epistemic tools for rethinking each other? And what urgency do they acquire in light of current crises that bear on death, whether biological, social, or planetary?

Beyond the Lab and the Field analyzes infrastructures as intense sites of knowledge production in the Americas, Europe, and Asia since the late nineteenth century. Moving beyond classical places known for yielding scientific knowledge, chapters in this volume explore how the construction and maintenance of canals, highways, dams, irrigation schemes, the oil industry, and logistic networks intersected with the creation of know-how and expertise. Referred to by the authors as “scientific bonanzas,” such intersections reveal opportunities for great wealth, but also distress and misfortune.
This volume explores how innovative technologies provided research opportunities for scientists and engineers, as they relied on expertise to operate, which resulted in enormous profits for some. But, like the history of any gold rush, the history of infrastructure also reveals how technologies of modernity transformed nature, disrupting communities and destroying the local environment. Focusing not on the victory march of science and technology but on ambivalent change, contributors consider the role of infrastructures for ecology, geology, archaeology, soil science, engineering, ethnography, heritage, and polar exploration. Together, they also examine largely overlooked perspectives on modernity: the reliance of infrastructure on knowledge, and infrastructures as places and occasions that inspired a greater understanding of the natural world and the technologically made environment.

Approximately 80% of the U.S. population now lives in urban metropolitan areas, and this number is expected to grow significantly in the coming years. At the same time, the built infrastructure sustaining these populations has become increasingly vulnerable to climate change. Stresses to existing systems, such as buildings, energy, transportation, water, and sanitation are growing. If the status quo continues, these systems will be unable to support a high quality of life for urban residents over the next decades, a vulnerability exacerbated by climate change impacts. Understanding this dilemma and identifying a path forward is particularly important as cities are becoming leading agents of climate action.
Prepared as a follow-up to the Fourth National Climate Assessment (NCA), Climate Change and U.S. Cities documents the current understanding of existing and future climate risk for U.S. cities, urban systems, and the residents that depend on them. Beginning with an examination of the existing science since 2012, chapters develop connections between existing and emerging climate risk, adaptation planning, and the role of networks and organizations in facilitating climate action in cities. From studies revealing disaster vulnerability among low-income populations to the development of key indicators for tracking climate change, this is an essential, foundational analysis. Importantly, the assessment puts a critical emphasis on the cross-cutting factors of economics, equity, and governance.

Why do some states provide infrastructure and social services to their citizens, and others do not? In Development in Multiple Dimensions, Alexander Lee examines the origins of success and failure in the public services of developing countries. Comparing states within India, this study examines how elites either control, or are shut out of, policy decisions and how the interests of these elites influence public policy. He shows that social inequalities are not single but multiple, creating groups of competing elites with divergent policy interests. Since the power of these elites varies, states do not necessarily focus on the same priorities: some focus on infrastructure, others on social services, and still others on both or neither. The author develops his ideas through quantitative comparisons and case studies focusing on four northern Indian states: Gujarat, West Bengal, Bihar, and Himachal Pradesh, each of which represents different types of political economy and has a different set of powerful caste groups. The evidence indicates that regional variation in India is a consequence of social differences, and the impact of these differences on carefully considered distributional strategies, rather than differences in ideology, geography, or institutions.

Hydraulic City: Water and the Infrastructures of Citizenship in Mumbai

In Hydraulic City Nikhil Anand explores the politics of Mumbai's water infrastructure to demonstrate how citizenship emerges through the continuous efforts to control, maintain, and manage the city's water. Through extensive ethnographic fieldwork in Mumbai's settlements, Anand found that Mumbai's water flows, not through a static collection of pipes and valves, but through a dynamic infrastructure built on the relations between residents, plumbers, politicians, engineers, and the 3,000 miles of pipe that bind them. In addition to distributing water, the public water network often reinforces social identities and the exclusion of marginalized groups, as only those actively recognized by city agencies receive legitimate water services. This form of recognition—what Anand calls "hydraulic citizenship"—is incremental, intermittent, and reversible. It provides residents an important access point through which they can make demands on the state for other public services such as sanitation and education. Tying the ways Mumbai's poorer residents are seen by the state to their historic, political, and material relations with water pipes, the book highlights the critical role infrastructures play in consolidating civic and social belonging in the city.

In Making the Most of Mess, Emery Roe emphasizes that policy messes cannot be avoided or cleaned up; they need to be managed. He shows how policymakers and other professionals can learn these necessary skills from control operators who manage large critical infrastructures such as water supplies, telecommunications systems, and electricity grids. The ways in which they prevent major accidents and failures offer models for policymakers and other professionals to manage the messes they face. Throughout, Roe focuses on the global financial mess of 2008 and its ongoing aftermath, showing how mismanagement has allowed it to morph into other national and international messes. More effective management is still possible for this and many other policy messes but that requires better recognition of patterns and formulation of scenarios, as well as the ability to translate pattern and scenario into reliability. Developing networks of professionals who respond to messes is particularly important. Roe describes how these networks enable the avoidance of bad or worse messes, take advantage of opportunities resulting from messes, and address societal and professional challenges. In addition to finance, he draws from a wide range of case material in other policy arenas. Roe demonstrates that knowing how to manage policy messes is the best approach to preventing crises.

The 2007 bridge collapse in Minneapolis-St. Paul quickly became symbolic of the debilitated interstate highway system—and of what many critics see as America’s disinvestment in its infrastructure. One Belt One Road: Chinese Power Meets the World

In 2013, Chinese leader Xi Jinping announced a campaign for national rejuvenation. The One Belt One Road initiative, or OBOR, has become the largest infrastructure program in history. Nearly every Chinese province, city, major business, bank, and university have been mobilized to serve it, spending hundreds of billions of dollars overseas building ports and railroads, laying fiber cables, and launching satellites. Using a trove of Chinese sources, author Eyck Freymann argues these infrastructure projects are a sideshow. OBOR is primarily a campaign to restore an ancient model in which foreign emissaries paid tribute to the Chinese emperor, offering gifts in exchange for political patronage. Xi sees himself as a sort of modern-day emperor, determined to restore China’s past greatness.
Many experts assume that Xi’s nakedly neo-imperial scheme couldn’t possibly work. Freymann shows how wrong they are. China isn’t preying on victims, Freymann argues. It’s attracting willing partners—including Western allies—from Latin America to Southeast Asia to the Persian Gulf. Even in countries where OBOR megaprojects fail, Freymann finds that political leaders still want closer ties with China.
Freymann tells the monumental story of Xi’s project on the global stage. Despite Mumbai's position as India's financial, economic, and cultural capital, water is chronically unavailable for rich and poor alike. Mumbai's dry taps are puzzling, given that the city does not lack for either water or financial resources. In Pipe Politics, Contested Waters, Lisa Björkman shows how an elite dream to transform Mumbai into a "world class" business center has wreaked havoc on the city’s water pipes. In rich ethnographic detail, Pipe Politics explores how the everyday work of getting water animates and inhabits a penumbra of infrastructural activity—of business, brokerage, secondary markets, and sociopolitical networks—whose workings are reconfiguring and rescaling political authority in the city. Mumbai’s increasingly illegible and volatile hydrologies, Björkman argues, are lending infrastructures increasing political salience just as actual control over pipes and flows becomes contingent on dispersed and intimate assemblages of knowledge, power, and material authority. These new arenas of contestation reveal the illusory and precarious nature of the project to remake Mumbai in the image of Shanghai or Singapore and gesture instead toward the highly contested futures and democratic possibilities of the actually existing city.

From U.S.-Mexico border walls to Flint's poisoned pipes, there is a new urgency to the politics of infrastructure. Roads, electricity lines, water pipes, and oil installations promise to distribute the resources necessary for everyday life. Who and what a government taxes, and how the government spends the money collected, are questions of primary concern to governments large and small, national and local. Railroads and the Transformation of China

As a vehicle to convey both the history of modern China and the complex forces still driving the nation’s economic success, rail has no equal. Railroads and the Transformation of China is the first comprehensive history, in any language, of railroad operation from the last decades of the Qing Empire to the present.
China’s first fractured lines were built under semicolonial conditions by competing foreign investors. The national system that began taking shape in the 1910s suffered all the ills of the country at large: warlordism and Japanese invasion, Chinese partisan sabotage, the Great Leap Forward when lines suffered in the “battle for steel,” and the Cultural Revolution, during which Red Guards were granted free passage to “make revolution” across the country, nearly collapsing the system. Elisabeth Köll’s expansive study shows how railroads survived the rupture of the 1949 Communist revolution and became an enduring model of Chinese infrastructure expansion.
The railroads persisted because they were exemplary bureaucratic institutions. Through detailed archival research and interviews, Köll builds case studies illuminating the strength of rail administration. Pragmatic management, combining central authority and local autonomy, sustained rail organizations amid shifting political and economic priorities. As Köll shows, rail provided a blueprint for the past forty years of ambitious, semipublic business development and remains an essential component of the PRC’s politically charged, technocratic economic model for China’s future.

Roads to Power tells the story of how Britain built the first nation connected by infrastructure, how a libertarian revolution destroyed a national economy, and how technology caused strangers to stop speaking.
In early eighteenth-century Britain, nothing but dirt track ran between most towns. By 1848 the primitive roads were transformed into a network of highways connecting every village and island in the nation—and also dividing them in unforeseen ways. The highway network led to contests for control over everything from road management to market access. Peripheries like the Highlands demanded that centralized government pay for roads they could not afford, while English counties wanted to be spared the cost of underwriting roads to Scotland. The new network also transformed social relationships. Although travelers moved along the same routes, they occupied increasingly isolated spheres. The roads were the product of a new form of government, the infrastructure state, marked by the unprecedented control bureaucrats wielded over decisions relating to everyday life.
Does information really work to unite strangers? Do markets unite nations and peoples in common interests? There are lessons here for all who would end poverty or design their markets around the principle of participation. Guldi draws direct connections between traditional infrastructure and the contemporary collapse of the American Rust Belt, the decline of American infrastructure, the digital divide, and net neutrality. In the modern world, infrastructure is our principal tool for forging new communities, but it cannot outlast the control of governance by visionaries.

China’s land borders, shared with fourteen other nations, are the world’s longest. Like all borders, they are not just lines on a map but also spaces whose histories and futures are defined by their frontier status. An ambitious appraisal of China’s borderlands, Shifting Sands addresses the full scope and importance of these regions, illustrating their transformation from imperial backwaters to hotbeds of resource exploitation and human development in the age of neoliberal globalization.
Xiaoxuan Lu brings to bear an original combination of archival research, fieldwork, cartography, and landscape analysis, broadening our understanding of the political economy and cultural changes in China’s borderlands in the twentieth and twenty-first centuries. While conventional wisdom looks to the era of Deng Xiaoping for China’s “opening,” Lu shows the integration of China’s borderlands into national and international networks from Sun Yat-sen onward. Yet, while the state has left a firm imprint on the borderlands, they were hardly created by China alone. As the Chinese case demonstrates, all borderlands are transnational, their physical and socioeconomic landscapes shaped by multidirectional flows of materials, ideas, and people.

In all societies, the main causes of environmental degradation are resource extraction and the generation of wastes by households and industries. Realistic strategies for mitigating these impacts require an understanding of both the technologies by which resources are transformed into products, and the lifestyle choices that shape household use of such products.
Structural Economics provides a framework for developing and evaluating such strategies. It represents an important new approach to describing household lifestyles and technological choices, the relationships between them, and their impact on resource use and waste. In this volume, economist Faye Duchin provides for the first time an authoritative and comprehensive introduction to the field, including its social as well as its technological dimensions. The presentation is accessible to non-specialists while also including a substantial amount of new research.
Duchin's primary achievement is to integrate a qualitatively rich understanding of technologies and lifestyles into a flexible, quantitative framework grounded in established principles of input-output economics and social accounting. She also draws on the expertise of engineers and physical scientists to examine the potential for technological change. The author uses the case of Indonesia for illustration and to refine new concepts by testing their relevance against factual information.

Over the past decade, Ethiopia has had one of the world's fastest growing economies, largely due to its investments in infrastructure, and it is through building dams, roads, and other infrastructure that the Ethiopian state seeks to become a middle-income country by 2025. Yet most urban Ethiopians struggle to meet their daily needs and actively oppose a ruling party that they associate with corruption and mismanagement. In Under Construction Daniel Mains explores the intersection of development and governance by examining the conflicts surrounding the construction of specific infrastructural technologies: asphalt and cobblestone roads, motorcycle taxis, and hydroelectric dams. These projects serve as sites for nation building and the means for the state to assert its legitimacy. The construction process—as well as Ethiopians' experience of living with the disruption of construction zones—reveals the tension and conflict between the promise of progress and the possibility of failure. Mains demonstrates how infrastructures as both ethnographic sites and as a means of theorizing such concepts as progress, development, and the state offer a valuable contrast to accounts of African abjection and decline.

Urban Dwellings, Haitian Citizenships explores the failed international reconstruction of Port-au-Prince after the devastating 2010 earthquake. It describes the failures of international aid in Haiti while it analyzes examples of Haitian-based reconstruction and economic practices. By interrogating the relationship between indigenous uses of the cityscape and the urbanization of the countryside within a framework that centers on the violence of urban planning, the book shows that the forms of economic development promoted by international agencies institutionalize impermanence and instability. Urban Infrastructures creates space for an encounter between historians, humanists, and social scientists who seek new methodological approaches to the history of urban infrastructure. It draws on recent work across history, anthropology, science and technology studies, geography, resilience/sustainability, and other disciplines to explore the social effects of infrastructure. The volume rejects narrow conceptions of infrastructure history as only the history of public works, and instead expands the definition to all business enterprises and public bodies that provide the goods and services essential for the day-to-day lives of most people. Essays examine traditional artifacts such as roads, highways, and waterworks, as well as nontraditional topics like regimes of heating and cooling, the processing and distribution of food, and even the metaphysics of electromagnetic infrastructure. The Urban Origins of Suburban Autonomy

Using the urbanized area that spreads across northern New Jersey and around New York City as a case study, this book presents a convincing explanation of metropolitan fragmentation—the process by which suburban communities remain as is or break off and form separate political entities. The process has important and deleterious consequences for a range of urban issues, including the weakening of public finance and school integration. The explanation centers on the independent effect of urban infrastructure, specifically sewers, roads, waterworks, gas, and electricity networks. The book argues that the development of such infrastructure in the late nineteenth century not only permitted cities to expand by annexing adjacent municipalities, but also further enhanced the ability of these suburban entities to remain or break away and form independent municipalities. The process was crucial in creating a proliferation of municipalities within metropolitan regions.
The book thus shows that the roots of the urban crisis can be found in the interplay between technology, politics, and public works in the American city.

Waste Works: Vital Politics in Urban Ghana

In Waste Works, Brenda Chalfin examines Ghana’s planned city of Tema, theorizing about the formative role of waste infrastructure in urban politics and public life. Chalfin argues that at Tema’s midcentury founding, a prime objective of governing authorities was to cultivate self-contained citizens by means of tightly orchestrated domestic infrastructure and centralized control of bodily excrement to both develop and depoliticize the new nation. Comparing infrastructural innovations across the city, Chalfin excavates how Tema residents pursue novel approaches to urban waste and sanitation built on the ruins of the inherited order, profoundly altering the urban public sphere. Once decreed a private matter to be guaranteed by state authorities, excrement becomes a public issue, collectively managed by private persons. Pushing self-care into public space and extending domestic responsibility for public well-being and bodily outputs, popularly devised waste infrastructures are a decisive arena to make claims, build coalitions, and cultivate status. Confounding high-modernist ideals, excremental infrastructures unlock bodily waste’s diverse political potentials.
