How does regional interdependence influence the prospects for conflict, integration, and democratization? Some researchers look at the international system at large and disregard the enormous regional variations. Others take the concept of sovereignty literally and treat each nation-state as fully independent. Kristian Skrede Gleditsch looks at disparate zones in the international system to see how conflict, integration, and democracy have clustered over time and space. He argues that the most interesting aspects of international politics are regional rather than fully global or exclusively national. Differences in the local context of interaction influence states' international behavior as well as their domestic attributes.
In All International Politics Is Local, Gleditsch clarifies that isolating the domestic processes within countries cannot account for the observed variation in distribution of political democracy over time and space, and that the likelihood of transitions is strongly related to changes in neighboring countries and the prior history of the regional context. Finally, he demonstrates how spatial and statistical techniques can be used to address regional interdependence among actors and its implications.

Dickson draw on extensive fieldwork as they explore the extent to which China’s private sector supports democracy, surveying more than 2,000 entrepreneurs in five coastal provinces with over 70 percent of China’s private enterprises.The authors examine who the private entrepreneurs are, how the party-state shapes this group, and what their relationship to the state is. China’s entrepreneurs are closely tied to the state through political and financial relationships, and these ties shape their views toward democracy. While most entrepreneurs favor multi-candidate elections under the current one-party system, they do not support a system characterized by multi-party competition and political liberties, including the right to demonstrate. The key to regime support lies in the capitalists’ political beliefs and their assessment of the government’s policy performance. China’s capitalists tend to be conservative and status-quo oriented, not likely to serve as agents of democratization.This is a valuable contribution not only to the debates over the prospects for democracy in China but also to understanding the process of democratization around the globe.

Scholars of democracy long looked to the Federal Republic of Germany as a notable “success story,” a model for how to transition from a violent, authoritarian regime to a peaceable nation of rights. Nation-building imperatives compel citizens to focus on what makes them similar and what binds them together, forgetting what makes them different. Democratic institution building, on the other hand, requires fostering opposition through conducting multiparty elections and encouraging debate. Leaders of democratic factions, like parties or interest groups, can consolidate their power by emphasizing difference. But when held in tension, these two impulses—toward remembering difference and forgetting it, between focusing on unity and encouraging division—are mutually constitutive of sustainable democracy.
Based on ethnographic and interview-based fieldwork conducted in 2012–13, The Black and White Rainbow: Reconciliation, Opposition, and Nation-Building in Democratic South Africa explores various themes of nation- and democracy-building, including the emotional and banal content of symbols of the post-apartheid state, the ways that gender and race condition nascent nationalism, the public performance of nationalism and other group-based identities, integration and sharing of space, language diversity, and the role of democratic functioning including party politics and modes of opposition. Each of these thematic chapters aims to explicate a feature of the multifaceted nature of identity-building, and link the South African case to broader literatures on both nationalism and democracy.

Election campaigns, political events, and national celebration days in Malawi usually feature groups of women who dance and perform songs of praise for politicians and political parties. Defusing Democracy: Central Bank Autonomy and the Transition from Authoritarian Rule

Many of today's new democracies are constrained by institutional forms designed by previous authoritarian rulers. In this timely and provocative study, Delia M. Boylan traces the emergence of these vestigial governance structures to strategic behavior by outgoing elites seeking to protect their interests from the vicissitudes of democratic rule.
One important outgrowth of this political insulation strategy--and the empirical centerpiece of Boylan's analysis--is the existence of new, highly independent central banks in countries throughout the developing world. This represents a striking transformation, for not only does central bank autonomy remove a key aspect of economic decision making from democratic control; in practice it has also kept many of the would-be expansionist governments that hold power today from overturning the neoliberal policies favored by authoritarian predecessors.
To illustrate these points, Defusing Democracy takes a fresh look at two transitional polities in Latin America--Chile and Mexico--where variation in the proximity of the democratic "threat" correspondingly yielded different levels of central bank autonomy.
Boylan concludes by extending her analysis to institutional contexts beyond Latin America and to insulation strategies other than central bank autonomy. Defusing Democracy will be of interest to anyone--political scientists, economists, and policymakers alike--concerned about the genesis and consolidation of democracy around the globe.

Some theorists claim that democracy cannot work without trust. According to this argument, democracy fails unless citizens trust that their governing institutions are serving their best interests. Similarly, some assert that democracy works best when people trust one another and have confidence that politicians will look after citizen interests. Questioning such claims, Democracy and the Culture of Skepticism, by Matthew Cleary and Susan Stokes, suggests that skepticism, not trust, is the hallmark of political culture in well-functioning democracies. Drawing on extensive research in two developing democracies, Argentina and Mexico, Democracy and the Culture of Skepticism shows that in regions of each country with healthy democracies, people do not trust one another more than those living in regions where democracy functions less well, nor do they display more personal trust in governments or politicians. Instead, the defining features of the healthiest democracies are skepticism of government and a belief that politicians act in their constituents' best interest only when it is personally advantageous for them to do so. In contrast to scholars who lament what they see as a breakdown in civic life, Cleary and Stokes find that people residing in healthy democracies do not participate more in civic organizations than others, but in fact, tend to retreat from civic life in favor of private pursuits. The authors conclude that governments are most efficient and responsive when they know that institutions such as the press or an independent judiciary will hold them accountable for their actions. The question of how much citizens should trust politicians and governments has consumed political theorists since America's founding. In Democracy and the Culture of Skepticism, Matthew Cleary and Susan Stokes test the relationship between trust and the quality of governance, showing that it is not trust, but vigilance and skepticism that provide the foundation for well-functioning democracies. Since the 1970s, two major trends have emerged among developing countries: the rise of new democracies and the rush to free trade. For some, the confluence of these events suggests that a free-market economy complements a fledgling democracy. Others argue that the two are inherently incompatible and that exposure to economic globalization actually jeopardizes new democracies. Which view is correct? Bumba Mukherjee argues that the reality of how democracy and trade policy unravel in developing countries is more nuanced than either account.
Mukherjee offers the first comprehensive cross-national framework for identifying the specific economic conditions that influence trade policy in developing countries. Laying out the causes of variation in trade policy in four developing or recently developed countries—Brazil, India, Indonesia, and South Africa—he argues persuasively that changing political interactions among parties, party leaders, and the labor market are often key to trade policy outcome. For instance, if workers are in a position to benefit from opening up to trade, party leaders in turn support trade reforms by decreasing tariffs and other trade barriers.

Democracy Assistance from the Third Wave: Polish Engagement in Belarus and Ukraine

The role of Western NGOs in the transition of postcommunist nations to democracy has been well documented. In this study, Paulina Pospieszna follows a different trajectory, examining the role of a former aid recipient (Poland), newly democratic itself, and its efforts to aid democratic transitions in the neighboring states of Belarus and Ukraine.
Belarus is widely regarded as the most authoritarian state in the region, while Ukraine is witnessing a slow, if often troubled, democratic consolidation. Each state presents a different set of challenges to outside agencies. As Pospieszna shows, Poland is uniquely positioned to offer effective counsel on the transition to democracy. With similarities of language and culture, and a shared history, combined with strong civic activism and success within the European Union, Poland’s regional policies have successfully combined its need for security and a motivation to spread democracy as primary concerns. Pospieszna details the founding, internal workings, goals, and methods of Poland’s aid programs. She then compares the relative degrees of success of each in Belarus and Ukraine and documents the work yet to be done.
As her theoretical basis, Pospieszna analyzes current thinking on the methods and effectiveness of NGOs in transitions to democracy, particularly U.S.- and European-led aid efforts. She then views the applicability of these methods to the case of Poland and its aid recipients. Overwhelmingly, Pospieszna finds the greatest success in developmental programs targeting civil society—workers, intellectuals, teachers, students, and other NGO actors.
Through extensive interviews with government administrators and NGO workers in Poland and the United States, coupled with archival research, Pospieszna assembles an original perspective on the mitigation of the ‘postcommunist divide’. Her work will serve as a model for students and scholars of states in transition, and it provides an overview of both successful and unsuccessful strategies employed by NGOs in democracy assistance.

The Green Movement protests that erupted in Iran in 2009 amid allegations of election fraud shook the Islamic Republic to its core. For the first time in decades, the adoption of serious liberal reforms seemed possible. Offering a new framework for understanding democratization in developing countries governed by authoritarian regimes, Democracy in Iran is a penetrating, historically informed analysis of Iran’s current and future prospects for reform. Beginning with the Iranian Revolution of 1979, Misagh Parsa traces the evolution of Iran’s theocratic regime, examining the challenges the Islamic Republic has overcome as well as those that remain: inequalities in wealth and income, corruption and cronyism, and a “brain drain” of highly educated professionals eager to escape Iran’s repressive confines. The political fortunes of Iranian reformers seeking to address these problems have been uneven over a period that has seen hopes raised during a reformist administration, setbacks under Ahmadinejad, and the birth of the Green Movement. Although pro-democracy activists have made progress by fits and starts, they have few tangible reforms to show for their efforts.
In Parsa’s view, the outlook for Iranian democracy is stark. Gradual institutional reforms will not be sufficient for real change, nor can the government be reformed without fundamentally rethinking its commitment to the role of religion in politics and civic life. For Iran to democratize, the options are narrowing to a single path: another revolution.

After 21 years of military rule, Brazil returned to democracy in 1985. Over the past decade and a half, Brazilians in the Nova República (New Republic) have struggled with a range of diverse challenges that have tested the durability and quality of the young democracy. How well have they succeeded? To what extent can we say that Brazilian democracy has consolidated? What actors, institutions, and processes have emerged as most salient over the past 15 years? Although Brazil is Latin America's largest country, the world's third largest democracy, and a country with a population and GNP larger than Yeltsin's Russia, more than a decade has passed since the last collaborative effort to examine regime change in Brazil, and no work in English has yet provided a comprehensive appraisal of Brazilian democracy in the period since 1985.
Democratic Brazil analyzes Brazilian democracy in a comprehensive, systematic fashion, covering the full period of the New Republic from Presidents Sarney to Cardoso. Democratic Brazil brings together twelve top scholars, the “next generation of Brazilianists,” with wide-ranging specialties including institutional analysis, state autonomy, federalism and decentralization, economic management and business-state relations, the military, the Catholic Church and the new religious pluralism, social movements, the left, regional integration, demographic change, and human rights and the rule of law. Each chapter focuses on a crucial process or actor in the New Republic, with emphasis on its relationship to democratic consolidation. The volume also contains a comprehensive bibliography on Brazilian politics and society since 1985. Prominent Brazilian historian Thomas Skidmore has contributed a foreword to the volume.
Democratic Brazil speaks to a wide audience, including Brazilianists, Latin Americanists generally, students of comparative democratization, as well as specialists within the various thematic subfields represented by the contributors. As Anderson astutely observes, the American founders debated the merits of the institutions they were creating. Examining how, and how well, Argentina’s American-style institutional structure functions, she considers the advantages and risks of the separation of powers, checks and balances, legislative policymaking, and strong presidential power. During the democratic transition, the Argentinian state has used institutions to address immediate policy challenges in ways responsive to citizens and thereby to provide a supportive environment in which social capital can develop.

When and why do democratic political actors change the electoral rules, particularly regarding who is included in a country’s political representation? The incidences of these major electoral reforms have been on the rise since 1980.
Electoral Reform and the Fate of New Democracies argues that elite inexperience may constrain self-interest and lead elites to undertake incremental approaches to reform, aiding the process of democratic consolidation. Using a multimethods approach, the book examines three consecutive periods of reform in Indonesia, the world’s largest Muslim majority country and third largest democracy, between 1999 and 2014. Each case study provides an in-depth process tracing of the negotiations leading to new reforms, including key actors in the legislature, domestic civil society, international experts, and government bureaucrats. A series of counterfactual analyses assess the impact the reforms had on actual election outcomes, versus the possible alternative outcomes of different reform options discussed during negotiations. With a comparative analysis of nine cases of iterated reform processes in other new democracies, the book confirms the lessons from the Indonesian case and highlights key lessons for scholars and electoral engineers.

Michel Gobat traces the untold story of the rise and fall of the first U.S. overseas empire to William Walker, a believer in the nation’s manifest destiny to spread its blessings not only westward but abroad as well.
In the 1850s Walker and a small group of U.S. expansionists migrated to Nicaragua determined to forge a tropical “empire of liberty.” His quest to free Central American masses from allegedly despotic elites initially enjoyed strong local support from liberal Nicaraguans who hoped U.S.-style democracy and progress would spread across the land. As Walker’s group of “filibusters” proceeded to help Nicaraguans battle the ruling conservatives, their seizure of power electrified the U.S. public and attracted some 12,000 colonists, including moral reformers. But what began with promises of liberation devolved into a reign of terror. After two years, Walker was driven out.
Nicaraguans’ initial embrace of Walker complicates assumptions about U.S. imperialism. Empire by Invitation refuses to place Walker among American slaveholders who sought to extend human bondage southward. Instead, Walker and his followers, most of whom were Northerners, must be understood as liberals and democracy promoters. Their ambition was to establish a democratic state by force. Much like their successors in liberal-internationalist and neoconservative foreign policy circles a century later in Washington, D.C., Walker and his fellow imperialists inspired a global anti-U.S. backlash. Fear of a “northern colossus” precipitated a hemispheric alliance against the United States and gave birth to the idea of Latin America.

Until the 1990s, progressive movements in Latin America suffered violent repression sanctioned by the private sector and other socio-political elites. Enduring Reform presents five case studies from Mexico, Brazil, and Argentina in which marginalized groups have successfully forged new cultural and economic spaces and won greater autonomy and political voice. Bringing together NGO’s, local institutions, social movements, and governments, these initiatives have developed new mechanisms to work ‘within the system,’ while also challenging the system’s logic and constraints.
Through firsthand interviews, the contributors capture local businesspeople’s understandings of these progressive initiatives and record how they grapple with changes they may not always welcome, but must endure. Among their criteria, the contributors evaluate the degree to which businesspeople recognize and engage with reform movements and how they frame electoral counterproposals to reformist demands. The results show an uneven response to reform, dependent on cultural as much or more than economic factors, as businesses move to decipher, modify, collaborate with, outmaneuver, or limit progressive innovations.
From the rise of worker-owned factories in Buenos Aires, to the collective marketing initiatives of impoverished Mayans in San Cristóbal de las Casas, the success of democracy in Latin America depends on powerful and cooperative social actions and actors, including the private sector. As the cases in Enduring Reform show, the democratic context of Latin America today presses businesspeople to endure, accept, and at times promote progressive change in unprecedented ways, even as they act to limit and constrain it.

Despite the party's repeated attempts to suppress these efforts, awareness about political rights has been spreading among the general population. Goldman emphasizes that these changes do not guarantee movement toward democracy, but she sees them as significant and genuine advances in the assertion of political rights in China.

The makers of the Indian Constitution instituted universal suffrage amid poverty, illiteracy, social heterogeneity, and centuries of tradition. On January 26, 1950, the Indian Constitution—the longest in the world—came into effect.
More than half of the world’s constitutions have been written in the past three decades. Unlike the constitutional revolutions of the late eighteenth century, these contemporary revolutions have occurred in countries characterized by low levels of economic growth and education, where voting populations are deeply divided by race, religion, and ethnicity. And these countries have democratized at once, not gradually. Lee explains this shift in the context of simultaneous historical developments: South Korea’s transition to democracy, the end of the Cold War, and neoliberal reconstruction understood as synonymous with democratization. By examining memoirs, biographies, novels, and revisionist conservative historical scholarship, Lee shows how the dominant discourse of a “complete break with the past” erases the critical ethos of previous emancipatory movements foundational to South Korean democracy.

In the past twenty-five years, a number of countries have made the transition to democracy. The support of international organizations is essential to success on this difficult path. Yet, despite extensive research into the relationship between democratic transitions and membership in international organizations, the mechanisms underlying the relationship remain unclear.
With Organizing Democracy, Paul Poast and Johannes Urpelainen argue that leaders of transitional democracies often have to draw on the support of international organizations to provide the public goods and expertise needed to consolidate democratic rule. Looking at the Baltic states’ accession to NATO, Poast and Urpelainen provide a compelling and statistically rigorous account of the sorts of support transitional democracies draw from international institutions. They also show that, in many cases, the leaders of new democracies must actually create new international organizations to better serve their needs, since they may not qualify for help from existing ones.

In the early 1990s, scholars voiced skepticism about the capacity of Eastern Europe's new democracies to manage simultaneous political and economic reform. They argued that the surge of popular participation following democratization would thwart efforts by successor governments to enact market reforms that imposed high costs on major elements of post-Communist society. David Bartlett challenges the conventional wisdom regarding the hazards of "dual transformations": far from hindering marketization, democratization facilitated it. Bartlett argues that the transition to democracy in East Central Europe lowered the political barriers to market reforms by weakening the ability of actors most vulnerable to marketization to manipulate the existing institutional structure to stop or slow down the process.
Although the analysis focuses on Hungary, whose long history of market reforms makes it an ideal vehicle for assessing the impact of institutional change on reform policy, the author shows how his findings call into question the use of "shock therapy" and arguments, based on the experience in East Asia, that economic development and democratization are incompatible.
This book will appeal to economists, political scientists, and others interested in transition problems in formerly communist countries, democratic transitions, and the politics of stabilization and adjustment.

Aspiring authors--traditionally drawn from privileged social backgrounds--now included factory workers writing amid chaotic home lives, and married women joining writers' clubs in search of creative outlets. Writing as an organized pursuit emerged in the 1920s, complete with clubs, magazines, guidebooks, and correspondence schools. The magazine The Writer helped coordinate a network of "writers' circles" throughout Britain that offered prospective authors--especially women--outside the educated London elite a forum in which to discuss writing. The legacy of Wordsworth and other English Romantics encouraged the belief that would-be authors should write about what they knew personally--that art flowed from genuine experience and technique was of secondary importance. The 1930s saw a boom in the publication of so-called proletarian writing, working-class men writing "in my own language about my own people," as Birmingham writer Leslie Halward put it. During World War II, soldiers turned to poetry to cope with the trauma of war, and the popular magazine Seven promoted the idea that anyone, regardless of social background, could be a creative writer. Self-expression became a democratic right.
In capturing the creative lives of ordinary people--would-be fiction-writers and poets who until now have left scarcely a mark on written history--Hilliard sensitively reconstructs the literary culture of a democratic age.

Translocalities/Translocalidades is a path-breaking collection of essays on Latin American, Caribbean, and United States–based Latina feminisms and their multiple translations and cross-pollinations. The contributors come from countries throughout the Américas and are based in diverse disciplines, including media studies, literature, Chicana/o studies, and political science. Together, they advocate a hemispheric politics based on the knowledge that today, many sorts of Latin/o-americanidades—Afro, queer, indigenous, feminist, and so on—are constructed through processes of translocation. Latinidad in the South, North and Caribbean "middle" of the Américas, is constituted out of the intersections of the intensified cross-border, transcultural, and translocal flows that characterize contemporary transmigration throughout the hemisphere, from La Paz to Buenos Aires to Chicago and back again. Unsettling Accounts: Neither Truth nor Reconciliation in Confessions of State Violence

An Argentine naval officer remorsefully admits that he killed thirty people during Argentina’s Dirty War. A member of General Augusto Pinochet’s intelligence service reveals on a television show that he took sadistic pleasure in the sexual torture of women in clandestine prisons. A Brazilian military officer draws on his own experiences to write a novel describing the military’s involvement in a massacre during the 1970s. The head of a police death squad refuses to become the scapegoat for apartheid-era violence in South Africa; he begins to name names and provide details of past atrocities to the Truth Commission. Focusing on these and other confessions to acts of authoritarian state violence, Leigh A. Payne asks what happens when perpetrators publicly admit or discuss their actions. While mechanisms such as South Africa’s Truth and Reconciliation Commission are touted as means of settling accounts with the past, Payne contends that public confessions do not settle the past. They are unsettling by nature. Rather than reconcile past violence, they catalyze contentious debate. She argues that this debate—and the public confessions that trigger it—are healthy for democratic processes of political participation, freedom of expression, and the contestation of political ideas. Payne draws on interviews, unedited television film, newspaper archives, and books written by perpetrators to analyze confessions of state violence in Argentina, Chile, Brazil, and South Africa. Each of these four countries addressed its past through a different institutional form—from blanket amnesty, to conditional amnesty based on confessions, to judicial trials. Payne considers perpetrators’ confessions as performance, examining what they say and what they communicate nonverbally; the timing, setting, and reception of their confessions; and the different ways that they portray their pasts, whether in terms of remorse, heroism, denial, or sadism, or through lies or betrayal.
