Intentional destruction of cultural heritage has a long history. Contemporary examples include the Bamiyan Buddhas in Afghanistan, mosques in Xinjiang, mausoleums in Timbuktu, and Greco-Roman remains in Syria. Cultural heritage destruction invariably accompanies assaults on civilians, making heritage attacks impossible to disentangle from the mass atrocities of genocide, war crimes, crimes against humanity, and ethnic cleansing. Both seek to eliminate people and the heritage with which they identify.
 
Cultural Heritage and Mass Atrocities assembles essays by thirty-eight experts from the heritage, social science, humanitarian, legal, and military communities. Focusing on immovable cultural heritage vulnerable to attack, the volume's guiding framework is the Responsibility to Protect (R2P), a United Nations resolution adopted unanimously in 2005 to permit international intervention against crimes of war or genocide. Based on the three pillars of prevent, react, and rebuild, R2P offers today's policymakers a set of existing laws and international norms that can and—as this book argues—must be extended to the protection of cultural heritage. Contributions consider the global value of cultural heritage and document recent attacks on people and sites in China, Guatemala, Iraq, Mali, Sri Lanka and Afghanistan, Syria, and Yemen. Comprehensive sections on vulnerable populations as well as the role of international law and the military offer readers critical insights and point toward research, policy, and action agendas to protect both people and cultural heritage. A concise abstract of each chapter is offered online in Arabic, Chinese, French, Russian, and Spanish to facilitate robust, global dissemination of the strategies and tactics offered in this pathbreaking call to action.

This volume of proceedings from the fifteenth biennial Southwest Symposium makes the case for engaged archaeology, an approach that considers scientific data and traditional Indigenous knowledge alongside archaeological theories and methodologies. Engaged Archaeology in the Southwestern United States and Northwestern Mexico identifies current and near-future trends in archaeological practice in the US Southwest and northwestern Mexico, including repatriation, community engagement, and cross-disciplinary approaches, and focuses on Native American archaeologists and their communities, research, collaborations, and interests. Over the past twenty years, there has been a fundamental shift in the institutional organization of historic preservation education. Historic preservation is the most recent arrival in the collection of built environment disciplines and therefore lacks the pedagogical depth and breadth found in allied endeavors such as architecture and planning. What Is Archaeology?: An Essay on the Nature of Archaeological Research

Paul Courbin puts forward a penetrating and eloquent critique of the New Archeology, a movement of primarily American and British archaeologists that began in the 1960s and continues today. The New Archeologists dropped the "ae" spelling, symbolizing their intent to put the field on a modern and scientific footing. They questioned the bases, the objectives, and consequently the methods of traditional archaeology.

Courbin examines this movement, its latent philosophy, its methods and their application, its theories, and its results. He declares that the record shows a devastating failure. The New Archeologists, he contends, may have developed scientific hypotheses, but in most cases they failed to carry out what is necessary to test their theories, thus contradicting the very goals they had set for the discipline.

Reevaluating the field as a whole, Courbin asks, What is archaeology? He distinguishes it from such related fields as history and anthropology, emphatically arguing that the primary task of archaeology is what the archaeologist alone can accomplish: the establishment of facts—stratigraphies, time sequences, and identification tools, bones, potsherds, and so on. When archaeological findings lead to historical or anthropological conclusions, as they very often do, archaeologists must be aware that this involves a specific change in their work; they are no longer archaeologists proper. The archaeologist's work, Courbin stresses, is not a humble auxiliary of anthropology or history, but the foundation upon which historians and anthropologists of ancient civilizations will build and without which their theories cannot but collapse. Style, Function, Transmission: Evolutionary Archaeological Perspectives

Darwin's theory of evolutionary descent with modification rests in part on the notion that there is heritable continuity affected by transmission between ancestor and descendant. It is precisely this continuity that allows one to trace hylogenetic histories between fossil taxa of various ages and recent taxa. Darwin was clear that were an analyst to attempt such tracings, then the anatomical characters of choice are those least influenced by natural selection, or what are today referred to as adaptively neutral traits. The transmission of these traits is influenced solely by such mechanisms as drift and not by natural selection.

The application of Darwin's theory to archaeological phenomena requires that the theory be retooled to accommodate artifacts. One aspect that has undergone this retooling concerns cultural transmission, the mechanism that affects heritable continuity between cultural phenomena. Archaeologists have long traced what is readily interpreted as heritable continuity between artifacts, but the theory underpinning their tracings is seldom explicit. Thus what have been referred to as artifacts styles underpin such tracings because styles are adaptively neutral. Other traits are referred to as functional.

In their introduction to Style, Function, Transmission, Michael O’Brien and R. Lee Lyman outline in detail the interrelations of a theory of cultural descent with modification and the concepts of drift, style, and function. The chapters in the volume specifically address the issues of selection and drift and their relation to style and function. In non-polemic presentations, contributors specify empirical implications of aspects of cultural transmission for evolutionary lineages of artifacts and then present archaeological data for those implications.

Archaeologists currently change the world through the products of their archaeological research that contribute to our collective historical and cultural knowledge. Their work helps to shape and reshape our perceptions of the past and our understanding of written history. Archaeologists affect contemporary communities through the consequences of their work as they become embroiled in controversies over negotiating the past and the present with native peoples. In this volume, Stottman and his colleagues examine the various ways in which archaeologists can and do use their research to forge a partnership with the past and guide the ongoing dialogue between the archaeological record and the various contemporary stakeholders. Despite the importance of archives to the profession of history, there is very little written about actual encounters with them—about the effect that the researcher’s race, gender, or class may have on her experience within them or about the impact that archival surveillance, architecture, or bureaucracy might have on the histories that are ultimately written. Others explore the genealogies of specific archives, from one of the most influential archival institutions in the modern West, the Archives nationales in Paris, to the significant archives of the Bakunin family in Russia, which were saved largely through the efforts of one family member. Still others explore the impact of current events on the analysis of particular archives. A contributor tells of researching the 1976 Soweto riots in the politically charged atmosphere of the early 1990s, just as apartheid in South Africa was coming to an end. A number of the essays question what counts as an archive—and what counts as history—as they consider oral histories, cyberspace, fiction, and plans for streets and buildings that were never built, for histories that never materialized.

Intentional destruction of cultural heritage has a long history. We’re losing our culture… our heritage… our traditions… everything is being swept away.

Such sentiments get echoed around the world, from aging Trump supporters in West Virginia to young villagers in West Africa. But what is triggering this sense of cultural loss, and to what ends does this rhetoric get deployed?

To answer these questions, anthropologist David Berliner travels around the world, from Guinea-Conakry, where globalization affects the traditional patriarchal structure of cultural transmission, to Laos, where foreign UNESCO experts have become self-appointed saviors of the nation’s cultural heritage. Rival claims of ownership or control over various aspects of culture are a regular feature of our twenty-first-century world. Such debates are shaping disciplines as diverse as anthropology and archaeology, art history and museum studies, linguistics and genetics.

Preservation Education

Over the past twenty years, there has been a fundamental shift in the institutional organization of historic preservation education. Historic preservation is the most recent arrival in the collection of built environment disciplines and therefore lacks the pedagogical depth and breadth found in allied endeavors such as architecture and planning. As the first degree programs in preservation only date to the 1970s and the first doctoral programs to the 1990s, new faculty are confronted with pedagogical challenges that are unique to this relatively nascent field. Based on a conference that included educators from around the world, Barry L. Stiefel and Jeremy C. Wells now present a collection that seeks to address fundamental issues of preservation pedagogy, outcome-based education and assessment, and global issues of authenticity and significance in historic preservation. The editors argue that the subject of the analysis has shifted from, “What is the best way to fix a historic building?” to, “What are the best ways for teaching people how to preserve historic properties (and why) according to the various standards that have been established?” This important reconsideration of the state of the field in historic preservation education will appeal to a broad audience across numerous disciplines.

What Is Archaeology?
An Essay on the Nature of Archaeological Research

Paul Courbin puts forward a penetrating and eloquent critique of the New Archeology, a movement of primarily American and British archaeologists that began in the 1960s and continues today. The New Archeologists dropped the "ae" spelling, symbolizing their intent to put the field on a modern and scientific footing. They questioned the bases, the objectives, and consequently the methods of traditional archaeology.

Courbin examines this movement, its latent philosophy, its methods and their application, its theories, and its results. He declares that the record shows a devastating failure. The New Archeologists, he contends, may have developed scientific hypotheses, but in most cases they failed to carry out what is necessary to test their theories, thus contradicting the very goals they had set for the discipline.

Reevaluating the field as a whole, Courbin asks, What is archaeology? He distinguishes it from such related fields as history and anthropology, emphatically arguing that the primary task of archaeology is what the archaeologist alone can accomplish: the establishment of facts—stratigraphies, time sequences, and identification tools, bones, potsherds, and so on. When archaeological findings lead to historical or anthropological conclusions, as they very often do, archaeologists must be aware that this involves a specific change in their work; they are no longer archaeologists proper. The archaeologist's work, Courbin stresses, is not a humble auxiliary of anthropology or history, but the foundation upon which historians and anthropologists of ancient civilizations will build and without which their theories cannot but collapse. Style, Function, Transmission
Evolutionary Archaeological Perspectives

Darwin's theory of evolutionary descent with modification rests in part on the notion that there is heritable continuity affected by transmission between ancestor and descendant. It is precisely this continuity that allows one to trace hylogenetic histories between fossil taxa of various ages and recent taxa. Darwin was clear that were an analyst to attempt such tracings, then the anatomical characters of choice are those least influenced by natural selection, or what are today referred to as adaptively neutral traits. The transmission of these traits is influenced solely by such mechanisms as drift and not by natural selection.

The application of Darwin's theory to archaeological phenomena requires that the theory be retooled to accommodate artifacts. One aspect that has undergone this retooling concerns cultural transmission, the mechanism that affects heritable continuity between cultural phenomena. Archaeologists have long traced what is readily interpreted as heritable continuity between artifacts, but the theory underpinning their tracings is seldom explicit. Thus what have been referred to as artifacts styles underpin such tracings because styles are adaptively neutral. Other traits are referred to as functional.

In their introduction to Style, Function, Transmission, Michael O’Brien and R. Lee Lyman outline in detail the interrelations of a theory of cultural descent with modification and the concepts of drift, style, and function. The chapters in the volume specifically address the issues of selection and drift and their relation to style and function. In non-polemic presentations, contributors specify empirical implications of aspects of cultural transmission for evolutionary lineages of artifacts and then present archaeological data for those implications.

Archaeologists as Activists

Could archaeologists benefit contemporary cultures and be a factor in solving world problems? Can archaeologists help individuals? Can archaeologists change the world? These questions form the root of “archaeology activism” or “activist archaeology”: using archaeology to advocate for and affect change in contemporary communities.

Archaeologists currently change the world through the products of their archaeological research that contribute to our collective historical and cultural knowledge. Their work helps to shape and reshape our perceptions of the past and our understanding of written history. Archaeologists affect contemporary communities through the consequences of their work as they become embroiled in controversies over negotiating the past and the present with native peoples. Beyond the obvious economic contributions to local communities caused by heritage tourism established on the research of archaeologists at cultural sites, archaeologists have begun to use the process of their work as a means to benefit the public and even advocate for communities.

In this volume, Stottman and his colleagues examine the various ways in which archaeologists can and do use their research to forge a partnership with the past and guide the ongoing dialogue between the archaeological record and the various contemporary stakeholders. They draw inspiration and guidance from applied anthropology, social history, public history, heritage studies, museum studies, historic preservation, philosophy, and education to develop an activist approach to archaeology—theoretically, methodologically, and ethically.

Cosmopolitan Archaeologies

An important collection, Cosmopolitan Archaeologies delves into the politics of contemporary archaeology in an increasingly complex international environment. The contributors explore the implications of applying the cosmopolitan ideals of obligation to others and respect for cultural difference to archaeological practice, showing that those ethics increasingly demand the rethinking of research agendas. While cosmopolitan archaeologies must be practiced in contextually specific ways, what unites and defines them is archaeologists’ acceptance of responsibility for the repercussions of their projects, as well as their undertaking of heritage practices attentive to the concerns of the living communities with whom they work. These concerns may require archaeologists to address the impact of war, the political and economic depredations of past regimes, the livelihoods of those living near archaeological sites, or the incursions of transnational companies and institutions.

The contributors describe various forms of cosmopolitan engagement involving sites that span the globe. They take up the links between conservation, natural heritage and ecology movements, and the ways that local heritage politics are constructed through international discourses and regulations. They are attentive to how communities near heritage sites are affected by archaeological fieldwork and findings, and to the complex interactions that local communities and national bodies have with international sponsors and universities, conservation agencies, development organizations, and NGOs. Whether discussing the toll of efforts to preserve biodiversity on South Africans living near Kruger National Park, the ways that UNESCO’s global heritage project universalizes the ethic of preservation, or the Open Declaration on Cultural Heritage at Risk that the Archaeological Institute of America sent to the U.S. government before the Iraq invasion, the contributors provide nuanced assessments of the ethical implications of the discursive production, consumption, and governing of other people’s pasts.

Archives have become a nexus in the wake of the digital turn. Electronic files, search engines, video sites, and media player libraries make the concepts of “archival” and “retrieval” practically synonymous with the experience of interconnected computing. Archives today are the center of much attention but few agendas. Can archives inform the redistribution of power and resources when the concept of the public library as an institution makes knowledge and culture accessible to all members of society regardless of social or economic status? Kathleen Roe's guide to arranging and describing archival materials provides both practical advice and critical context, creating an important resource for archivists in all walks of their professional lives. The arrangement and description of archival materials has so changed since Fredric M. Miller's 1990 edition of ARRANGING AND DESCRIBING ARCHIVES AND MANUSCRIPTS that it may nearly seem a new practice. Kathleen Roe's thorough and readable revision, however, shows that this critical function of archival work is truly one based on core principles that still hold today. Roe has intermingled the theory and context in which collections are arranged and described with clear and practical instructions on the process, resulting in a work that is richer than an instruction manual, yet equally valuable. The chapter on "The Context of Arrangement and Description" provides a clear discussion of the origins of the practice in Europe and the United States, and moves into an historical overview of developing standards that archivists of all levels will appreciate for its clarity. Archive Stories
Facts, Fictions, and the Writing of History

Despite the importance of archives to the profession of history, there is very little written about actual encounters with them—about the effect that the researcher’s race, gender, or class may have on her experience within them or about the impact that archival surveillance, architecture, or bureaucracy might have on the histories that are ultimately written. This provocative collection initiates a vital conversation about how archives around the world are constructed, policed, manipulated, and experienced. It challenges the claims to objectivity associated with the traditional archive by telling stories that illuminate its power to shape the narratives that are “found” there.

Archive Stories brings together ethnographies of the archival world, most of which are written by historians. Some contributors recount their own experiences. One offers a moving reflection on how the relative wealth and prestige of Western researchers can gain them entry to collections such as Uzbekistan’s newly formed Central State Archive, which severely limits the access of Uzbek researchers. Others explore the genealogies of specific archives, from one of the most influential archival institutions in the modern West, the Archives nationales in Paris, to the significant archives of the Bakunin family in Russia, which were saved largely through the efforts of one family member. Still others explore the impact of current events on the analysis of particular archives. A contributor tells of researching the 1976 Soweto riots in the politically charged atmosphere of the early 1990s, just as apartheid in South Africa was coming to an end. A number of the essays question what counts as an archive—and what counts as history—as they consider oral histories, cyberspace, fiction, and plans for streets and buildings that were never built, for histories that never materialized.

Working with the archives of the Gay Lesbian Bisexual Transgender Historical Society, artist E.G. Crichton decided to do something to bridge this generation gap. She selected 19 innovative LGBTQ artists, writers, and musicians, then paired each of them with a deceased person whose personal artifacts are part of the archive.

Editor Larry Hackman's opening essay is a tutorial on advocacy principles and application, including practical techniques and tactics. Hackman asserts that "advocacy is an investment that we make when we intentionally and strategically educate and engage individuals and organizations so that they in turn will support our archival work." Thirteen case studies address a variety of advocacy experiences and methods. For example, the New York Philharmonic archivist has spent more than 25 years building a strong and highly visible archives by finding and using allies within the Philharmonic's own internal family. One vital strategy has been to link the archives to the interests and needs of the symphony's very prominent music directors. Other examples include major breakthroughs, such as passage of a $7 million bond issue for the Butte archives in Montana, and creation of a significant preservation endowment for the Oberlin College Archives in Ohio, as well as more typical incremental advances made over longer periods by matching an archives advocacy methods to the culture, structures, and processes of the parent organization. A highly instructive chapter describes seven categories of advocacy lessons learned from the case studies and suggests areas that archivists should give higher priority, particularly in finding and using external advocates. The book concludes with essays on advocacy and archival education, the use of new technologies to build support for archives, and advocacy at the federal level. This book ably demonstrates that archivists can (and should!) invest time in advocacy efforts to produce "many happy returns" for themselves and their archives. And now, so can you!

Unsettling Archival Research sets out to answer these urgent questions and more, with essays that chart a more just path for archival work.
 
Unsettling Archival Research is one of the first publications in rhetoric and writing studies dedicated to scholarship that unsettles disciplinary knowledge of archival research by drawing on decolonial, Indigenous, antiracist, queer, and community perspectives. Written by established and emerging scholars, essays critique not only the practices, ideologies, and conventions of archiving, but also offer new tactics for engaging critical, communal, and digital archiving within and against systems of power. Contributors reflect on efforts to unsettle and counteract racist, colonial histories, confront the potentials and pitfalls of common archival methodologies, and chart a path for the future of archival research otherwise. Unsettling Archival Research intervenes in a critical issue: whether the discipline’s assumptions about the archives serve or fail the communities they aim to represent and what can be done to center missing voices and perspectives. The aim is to explore the ethos and praxis of bearing witness in unsettling ways, carried out as a project of queering and/or decolonizing the archives.

Disruptive pedagogies for archival research

In a cultural moment when institutional repositories carry valuable secrets to the present and past, this collection argues for the critical, intellectual, and social value of archival instruction. Graban and Hayden and 37 other contributors examine how undergraduate and graduate courses in rhetoric, history, community literacy, and professional writing can successfully engage students in archival research in its many forms, and successfully model mutually beneficial relationships between archivists, instructors, and community organizations.

Combining new and established voices from related fields, each of the book’s three sections includes a range of form-disrupting pedagogies. Section I focuses on how approaching the archive primarily as text fosters habits of mind essential for creating and using archives, for critiquing or inventing knowledge-making practices, and for being good stewards of private and public collections. Section II argues for conducting archival projects as collaboration through experiential learning and for developing a preservationist consciousness through disciplined research. Section III details praxis for revealing, critiquing, and intervening in historic racial omissions and gaps in the archives in which we all work. 

Ultimately, contributors explore archives as sites of activism while also raising important questions that persist in rhetoric and composition scholarship, such as how to decolonize research methodologies, how to conduct teaching and research that promote social justice, and how to shift archival consciousness toward more engaged notions of democracy. This collection highlights innovative classroom and curricular course models for teaching with and through the archives in rhetoric and composition and beyond.
