Elephants and Kings: An Environmental History

Because of their enormous size, elephants have long been irresistible for kings as symbols of their eminence. In early civilizations—such as Egypt, Mesopotamia, the Indus Civilization, and China—kings used elephants for royal sacrifice, spectacular hunts, public display of live captives, or the conspicuous consumption of ivory—all of them tending toward the elephant’s extinction. The kings of India, however, as Thomas R. Trautmann shows in this study, found a use for elephants that actually helped preserve their habitat and numbers in the wild: war.
            Trautmann traces the history of the war elephant in India and the spread of the institution to the west—where elephants took part in some of the greatest wars of antiquity—and Southeast Asia (but not China, significantly), a history that spans 3,000 years and a considerable part of the globe, from Spain to Java. He shows that because elephants eat such massive quantities of food, it was uneconomic to raise them from birth. Rather, in a unique form of domestication, Indian kings captured wild adults and trained them, one by one, through millennia. Kings were thus compelled to protect wild elephants from hunters and elephant forests from being cut down. By taking a wide-angle view of human-elephant relations, Trautmann throws into relief the structure of India’s environmental history and the reasons for the persistence of wild elephants in its forests.

In After War Zoë H. Wool explores how the American soldiers most severely injured in the Iraq and Afghanistan wars struggle to build some kind of ordinary life while recovering at Walter Reed Army Medical Center from grievous injuries like lost limbs and traumatic brain injury. Between 2007 and 2008, Wool spent time with many of these mostly male soldiers and their families and loved ones in an effort to understand what it's like to be blown up and then pulled toward an ideal and ordinary civilian life in a place where the possibilities of such a life are called into question. Contextualizing these soldiers within a broader political and moral framework, Wool considers the soldier body as a historically, politically, and morally laden national icon of normative masculinity. This book is the first history of the techniques, systems, and technologies used to evacuate wounded from the battlefield. Historically, the word ambulance described those facilities that provided temporary assistance to the wounded, thus distinguishing them from stationary hospitals where military personnel received more permanent care. Americans and British, however, applied the term to the two-to four-wheeled transport conveyances that carried wounded from the battlefield to the war hospitals.

With the aid of fifty-four illustrations, John S. Haller traces the histories of both meanings of the word from the Napoleonic era through the Great War and its aftermath. He concentrates on the development of British and American evacuation procedures and technology with a focus on hand conveyances and wheeled vehicles. His intent is not to cover all aspects of medical evacuation but to accurately recount the common medical evacuation problems, incongruities, and controversies that existed for warring nations.

The operative word is "challenges" of medical care and evacuation because while some things learned in a conflict are carried into the next, too often, the spasms of war force its participants to repeat the errors of the past before acquiring much needed insight.

More than a history of medical evacuation systems and vehicles, this exhaustively researched and richly illustrated volume tells a fascinating story, giving readers a unique perspective of the changing nature of warfare in the nineteenth and early twentieth centuries.

Since the end of the draft, the U.S. Army has prided itself on its patriotic volunteers who heed the call to “Be All That You Can Be.” But beneath the recruitment slogans, the army promised volunteers something more tangible: a social safety net including medical and dental care, education, child care, financial counseling, housing assistance, legal services, and other privileges that had long been reserved for career soldiers. The Rise of the Military Welfare State examines how the U.S. Army’s extension of benefits to enlisted men and women created a military welfare system of unprecedented size and scope.

America’s all-volunteer army took shape in the 1970s, in the wake of widespread opposition to the draft. Abandoning compulsory conscription, it wrestled with how to attract and retain soldiers—a task made more difficult by the military’s plummeting prestige after Vietnam. The army solved the problem, Jennifer Mittelstadt shows, by promising to take care of its own—the more than ten million Americans who volunteered for active duty after 1973 and their families. While the United States dismantled its civilian welfare system in the 1980s and 1990s, army benefits continued to expand.

Yet not everyone was pleased by programs that, in their view, encouraged dependency, infantilized soldiers, and feminized the institution. Fighting to outsource and privatize the army’s “socialist” system and to reinforce “self-reliance” among American soldiers, opponents rolled back some of the military welfare state’s signature achievements, even as a new era of war began.

The career of Washington Irving Chambers spans a formative period in the development of the United States Navy: He entered the Naval Academy in the doldrum years of obsolete, often rotting ships, and left after he had helped like-minded officers convince Congress and the public of the need to adopt a new naval strategy built around a fleet of technologically advanced battleships. He also laid the groundwork for naval aviation and the important role it would play in the modern navy.

This work covers Chambers’s early naval career, his work at the new Office of Naval Intelligence, his participation in the Greeley Relief Expedition, and a survey for the projected isthmian canal through Nicaragua, before becoming the key advocate for naval modernization. As such, Chambers worked as a pioneering torpedo designer, supervised construction of the Maine, modernized the New York Navy Yard, and became a member of the first permanent faculty at the Naval War College.

During his long career, Chambers not only designed torpedoes, but also several warships, including a prototype Dreadnought-style battleship and a host of small devices that ranged from torpedo guidance systems to the first catapult for launching airplanes from ships. At the close of his career, Chambers purchased the navy’s first aircraft and founded its air arm. Working with Glenn Curtiss, Chambers guided a coalition of aviation enthusiasts and pioneers who popularized naval aviation and demonstrated its capabilities. Chambers arranged the first take-off and landing of an airplane from a ship and other demonstrations of naval aviation. Combined with his tireless advocacy for modernization, these contributions secured a place in naval and aviation history for the innovator.

In the early 20th century, the diesel-electric submarine made possible a new type of unrestricted naval warfare. Bringing to a close his epic recounting of naval power in the twentieth century, Lisle Rose describes the virtual disappearance after 1945 of all but one great navy, whose existence and operations over the next sixty years guaranteed a freedom of the seas so complete as to be at once universally acknowledged and ignored.
In the first twenty years after World War II, the U.S. Navy continued the revolutionary transformation of sea power begun in the 1930s with the integration of sea, air, and amphibious capabilities. Between 1946 and 1961, the United States placed on, above, and beneath the world’s oceans the mightiest concentration of military power in history. Supercarriers filled with aircraft capable of long-range nuclear strikes were joined by strategic ballistic missile submarines, even one of whose sixteen nuclear-tipped missiles could devastate most of an enemy’s major urban centers together with its industrial and military infrastructure.
Such a fleet was incredibly costly. No ally or adversary in a world recovering slowly from global war could afford to build and maintain such an awesome entity. Its needs constantly had to be balanced against competing requirements of a broader national defense establishment. But the U.S. Navy ensured an unchallenged Pax Americana, and its warships steamed where they wished throughout the globe in support of a policy to contain the influence and threat represented by the Soviet Union and China.
The 1962 Cuban missile crisis, however, galvanized the Soviet leadership to construct a powerful blue-water fleet that within less than a decade began to challenge the United States for global maritime supremacy, even as its own ballistic missile boats posed a massive threat to U.S. national security. While the Soviets enjoyed the luxury of building exclusively against the U.S. Navy and challenging it at almost every point, America’s sailors were increasingly burdened by a broad array of specific missions: fighting two regional wars in Asia, intervening in Lebanon, protecting Taiwan, aiding in the preservation of Israel, and maintaining close surveillance of Cuba, chief among them. Confronting ever-growing Soviet sea power stretched U.S. capabilities to the limit even as the fleet itself underwent revolutionary changes in its social composition.
The abrupt decline and fall of the Soviet Union after 1989 led to another reappraisal of the importance, even necessity, of navies. But the turbulent Middle East and the struggle against international terrorism after 2001 have demanded a projection of sea-air-amphibious power onto coasts and adjacent areas similar to that which America’s fleets had already undertaken in Korea, Vietnam, and Lebanon.
The U.S. Navy now sails on the front line of defense against terrorism—a threat that confronts strategists with the greatest challenge yet to the ongoing relevance of maritime power. This third volume of Rose’s majestic work offers readers an up-close look at the emergence of America’s naval might and establishes Power at Sea as essential in tracing the emergence of U.S. dominance and understanding the continuing importance of ships and sailors in international power plays.

While little has been written about the USS Arkansas, this battleship carried the state’s name through two world wars, a Mexican invasion, and into the atomic age. The USS Arkansas, measuring almost the length of two football fields, went to sea in 1911 and sailed the world until 1946 when it served as a target for the atomic bomb tests in the South Pacific. For each vessel, a brief history is supplied, and the book is illustrated with many extraordinary images and photographs taken from official U.S. government records and archives. Unknown Waters tells the story of the brave officers and men of the nuclear attack submarine USS Queenfish (SSN-651), who made the first survey of an extremely important and remote region of the Arctic Ocean. The unpredictability of deep-draft sea ice, shallow water, and possible Soviet discovery, all played a dramatic part in this fascinating 1970 voyage.

Covering 3,100 miles over a period of some 20 days at a laborious average speed of 6.5 knots or less, the attack submarine carefully threaded its way through innumerable underwater canyons of ice and over irregular seafloors, at one point becoming entrapped in an “ice garage.” Only cool thinking and skillful maneuvering of the nearly 5,000-ton vessel enabled a successful exit.

The USS Wisconsin: A History of Two Battleships

Battleships were instrumental in America’s rise to world dominance at the end of the 19th century. Two battleships in particular, the U.S.S. Wisconsin BB-9 and BB-64, participated in wars and conflicts around the globe, demonstrating America’s strength and technological power. The keel of the BB-9 was laid down on the eve of the Spanish-American War, and she sailed with the Great White Fleet on its famous world voyage of 1907-1909. Representing a major advance in American naval technology, the Wisconsin both demonstrated American strength in the Pacific and served as the setting for peace talks between Panama and Colombia when the former gained independence in 1903. Recommissioned during World War I as a training ship, the BB-9 was then decommissioned in 1920. More than twenty years later, on December 7, 1943, the fast battleship Wisconsin (BB-64) was launched in response to Japan’s attack on Pearl Harbor. The BB-64 served in the Pacific to the end of World War II and again in the Korean War. One of the Iowa- class battleships, the BB-64 was one of the fastest and sleekest on the ocean. In 1988, she was refitted and recommissioned for yet another tour of duty. This is the story of two proud vessels and their role in American naval and diplomatic history.

The fact that the British built the world’s greatest empire on the basis of sea power has led many to assume that the Royal Navy’s place in British life was unchallenged. Yet, as Sarah Kinkel shows, the Navy was the subject of bitter political debate. The rise of British naval power was neither inevitable nor unquestioned: it was the outcome of fierce battles over the shape of Britain’s empire and the bonds of political authority.

Disciplining the Empire explains why the Navy became divisive within Anglo-imperial society even though it was also successful in war. The eighteenth century witnessed the global expansion of British imperial rule, the emergence of new forms of political radicalism, and the fracturing of the British Atlantic in a civil war. The Navy was at the center of these developments. Advocates of a more strictly governed, centralized empire deliberately reshaped the Navy into a disciplined and hierarchical force which they hoped would win battles but also help control imperial populations. When these newly professionalized sea officers were sent to the front lines of trade policing in North America during the 1760s, opponents saw it as an extension of executive power and military authority over civilians—and thus proof of constitutional corruption at home.

The Navy was one among many battlefields where eighteenth-century British subjects struggled to reconcile their debates over liberty and anarchy, and determine whether the empire would be ruled from Parliament down or the people up.

In the first half of the nineteenth century, the British sought to master the physical properties of the oceans; in the second half, they lorded over large portions of the oceans’ outer rim. The dominance of Her Majesty’s navy was due in no small part to collaboration between the British Admiralty, the maritime community, and the scientific elite. Together, they transformed the vast emptiness of the ocean into an ordered and bounded grid.  In the process, the modern scientist emerged. Commanders at sea struggle not only with the unpredictability of natural elements, but also with a shroud of uncertainty often referred to as the "fog of war." Over the centuries most admirals yielded to the natural temptation to find in new technologies a means to assert centralized control over their forces. In this grand history of naval warfare, Michael Palmer observes five centuries of dramatic encounters under sail and steam. From reliance on signal flags in the seventeenth century to satellite communications in the twenty-first, admirals looked to the next advance in technology as the one that would allow them to control their forces. Successful commanders as distant as Horatio Nelson (1758-1805) and Arleigh Burke (1901-1996) accepted this reality. They sought solutions to the dilemmas of command in the personal indoctrination of subordinates through discussion, comradeship, and displays of trust and confidence. Such leaders created a commonality of vision and fostered a high degree of individual initiative. Their decentralized approach to command resulted in a resiliency that so often provided the key to success in battle.

In the summer of 1966, in the middle of the Vietnam War, eighty young volunteers arrived at the Marine Corps Recruit Depot on Parris Island, South Carolina, from all over the Eastern United States. Parris Island was not a place for idle conversation or social gatherings, and these men remained from start to finish almost complete strangers. Twenty-seven years after basic training. Ehrhart began what became a five-year search for the men of his platoon. Who were these men alongside whom he trained? What Ehrhart learned offers an extraordinary window into the complexities of the Vietnam Generation and the United States of America then and now.

Based on supporting materials from military records and family members as well as interviews -- some of which Ehrhart held in such active secondary roles as dairy farmhand, fishing companion, and impromptu guest at a family wedding -- this book records the more-than-30-year journey that each man took after his boot-camp graduation on August 12, 1966. Photos of the men, both then and now, accompany the profiles. Their stories are diverse, but as Ehrhart says, "It was, in short, history, and each of these men was and is a part of that history....There are, no doubt, scoundrels and liars and losers among these men, but as a group they have mostly impressed me with their decency and their loyalty and their hard work and their perseverance in the face of hardships and hurdles, the everyday obstacles that make ordinary lives extraordinary."

Folding Paper Cranes: An Atomic Memoir

 Between 1951 and 1962 the Atomic Energy Commission triggered some one hundred atmospheric detonations of nuclear weapons at the Nevada Test Site. U.S. military troops who participated in these tests were exposed to high doses of radiation. Among them was a young Marine named Leonard Bird. In Folding Paper Cranes Bird juxtaposes his devastating experience of those atomic exercises with three visits over his lifetime—one in the 1950s before his Nevada assignment, one in 1981, and one in the early 1990s—to the International Park for World Peace in Hiroshima.

Among the monuments to tragedy and hope in Hiroshima’s Peace Park stands a statue of Sadako Sasaki holding a crane in her outstretched arms. Sadako was two years old when the atomic bomb was dropped on her city; she was diagnosed with leukemia ten years later. According to popular Japanese belief, folding a thousand paper cranes brings good fortune. Sadako spent the last months of her young life folding hundreds of paper cranes. She folded 644 before she died.

As he journeys from the Geiger counters, radioactive dust, and mushroom clouds of the Nevada desert to the bronze and ivory memorials for the dead in Japan, Bird—himself a survivor of radiation-induced cancer—seeks to make peace with his past and with a future shadowed by nuclear proliferation. His paper cranes are the poetry and prose of this haunting memoir.

From the day that French explorer Robert Cavelier de La Salle launched the Griffin in 1679 to the 1975 sinking of the celebrated Edmund Fitzgerald, thousands of commercial ships have sailed on the vast and perilous waters of the Great Lakes. In a harbinger of things to come, on the return leg of its first trip in late summer 1679, the Griffin disappeared and has never been seen again. In the centuries since then, the records show that an alarming number of shipwrecks have occurred on the Great Lakes. If vessels that wrecked but were later repaired and returned to service are included, the number certainly swells into the thousands. Most did not mysteriously vanish like the Griffin. Instead, they suffered the occupational hazards of every lake boat: collisions, groundings, strands, fires, boiler explosions, and capsizes. Many of these disasters took the lives of crews and passengers. The fearsome wrath of the storms that brew over the Great Lakes has challenged and defeated some of the staunchest vessels constructed in the shipyards of port cities along the U.S. and Canadian lakeshores. Because of their enormous size, elephants have long been irresistible for kings as symbols of their eminence. In early civilizations—such as Egypt, Mesopotamia, the Indus Civilization, and China—kings used elephants for royal sacrifice, spectacular hunts, public display of live captives, or the conspicuous consumption of ivory—all of them tending toward the elephant’s extinction. The kings of India, however, as Thomas R. Trautmann shows in this study, found a use for elephants that actually helped preserve their habitat and numbers in the wild: war.
            Trautmann traces the history of the war elephant in India and the spread of the institution to the west—where elephants took part in some of the greatest wars of antiquity—and Southeast Asia (but not China, significantly), a history that spans 3,000 years and a considerable part of the globe, from Spain to Java. He shows that because elephants eat such massive quantities of food, it was uneconomic to raise them from birth. Rather, in a unique form of domestication, Indian kings captured wild adults and trained them, one by one, through millennia. Kings were thus compelled to protect wild elephants from hunters and elephant forests from being cut down. By taking a wide-angle view of human-elephant relations, Trautmann throws into relief the structure of India’s environmental history and the reasons for the persistence of wild elephants in its forests.

Historically, the word ambulance described those facilities that provided temporary assistance to the wounded, thus distinguishing them from stationary hospitals where military personnel received more permanent care. Americans and British, however, applied the term to the two-to four-wheeled transport conveyances that carried wounded from the battlefield to the war hospitals.

With the aid of fifty-four illustrations, John S. Haller traces the histories of both meanings of the word from the Napoleonic era through the Great War and its aftermath. He concentrates on the development of British and American evacuation procedures and technology with a focus on hand conveyances and wheeled vehicles. His intent is not to cover all aspects of medical evacuation but to accurately recount the common medical evacuation problems, incongruities, and controversies that existed for warring nations.

The Rise of the Military Welfare State

Since the end of the draft, the U.S. Army has prided itself on its patriotic volunteers who heed the call to “Be All That You Can Be.” But beneath the recruitment slogans, the army promised volunteers something more tangible: a social safety net including medical and dental care, education, child care, financial counseling, housing assistance, legal services, and other privileges that had long been reserved for career soldiers. The Rise of the Military Welfare State examines how the U.S. Army’s extension of benefits to enlisted men and women created a military welfare system of unprecedented size and scope.

America’s all-volunteer army took shape in the 1970s, in the wake of widespread opposition to the draft. Abandoning compulsory conscription, it wrestled with how to attract and retain soldiers—a task made more difficult by the military’s plummeting prestige after Vietnam. The army solved the problem, Jennifer Mittelstadt shows, by promising to take care of its own—the more than ten million Americans who volunteered for active duty after 1973 and their families. While the United States dismantled its civilian welfare system in the 1980s and 1990s, army benefits continued to expand.

Yet not everyone was pleased by programs that, in their view, encouraged dependency, infantilized soldiers, and feminized the institution. Fighting to outsource and privatize the army’s “socialist” system and to reinforce “self-reliance” among American soldiers, opponents rolled back some of the military welfare state’s signature achievements, even as a new era of war began.

The career of Washington Irving Chambers spans a formative period in the development of the United States Navy: He entered the Naval Academy in the doldrum years of obsolete, often rotting ships, and left after he had helped like-minded officers convince Congress and the public of the need to adopt a new naval strategy built around a fleet of technologically advanced battleships. He also laid the groundwork for naval aviation and the important role it would play in the modern navy.

This work covers Chambers’s early naval career, his work at the new Office of Naval Intelligence, his participation in the Greeley Relief Expedition, and a survey for the projected isthmian canal through Nicaragua, before becoming the key advocate for naval modernization. As such, Chambers worked as a pioneering torpedo designer, supervised construction of the Maine, modernized the New York Navy Yard, and became a member of the first permanent faculty at the Naval War College.

During his long career, Chambers not only designed torpedoes, but also several warships, including a prototype Dreadnought-style battleship and a host of small devices that ranged from torpedo guidance systems to the first catapult for launching airplanes from ships. At the close of his career, Chambers purchased the navy’s first aircraft and founded its air arm. Working with Glenn Curtiss, Chambers guided a coalition of aviation enthusiasts and pioneers who popularized naval aviation and demonstrated its capabilities. Chambers arranged the first take-off and landing of an airplane from a ship and other demonstrations of naval aviation. Combined with his tireless advocacy for modernization, these contributions secured a place in naval and aviation history for the innovator.

In the early 20th century, the diesel-electric submarine made possible a new type of unrestricted naval warfare. Such brutal practices as targeting passenger, cargo, and hospital ships not only violated previous international agreements; they were targeted explicitly at civilians. A deviant form of warfare quickly became the norm.

Bringing to a close his epic recounting of naval power in the twentieth century, Lisle Rose describes the virtual disappearance after 1945 of all but one great navy, whose existence and operations over the next sixty years guaranteed a freedom of the seas so complete as to be at once universally acknowledged and ignored.
In the first twenty years after World War II, the U.S. Navy continued the revolutionary transformation of sea power begun in the 1930s with the integration of sea, air, and amphibious capabilities. Between 1946 and 1961, the United States placed on, above, and beneath the world’s oceans the mightiest concentration of military power in history. Supercarriers filled with aircraft capable of long-range nuclear strikes were joined by strategic ballistic missile submarines, even one of whose sixteen nuclear-tipped missiles could devastate most of an enemy’s major urban centers together with its industrial and military infrastructure.
Such a fleet was incredibly costly. No ally or adversary in a world recovering slowly from global war could afford to build and maintain such an awesome entity. Its needs constantly had to be balanced against competing requirements of a broader national defense establishment. But the U.S. Navy ensured an unchallenged Pax Americana, and its warships steamed where they wished throughout the globe in support of a policy to contain the influence and threat represented by the Soviet Union and China.
The 1962 Cuban missile crisis, however, galvanized the Soviet leadership to construct a powerful blue-water fleet that within less than a decade began to challenge the United States for global maritime supremacy, even as its own ballistic missile boats posed a massive threat to U.S. national security. While the Soviets enjoyed the luxury of building exclusively against the U.S. Navy and challenging it at almost every point, America’s sailors were increasingly burdened by a broad array of specific missions: fighting two regional wars in Asia, intervening in Lebanon, protecting Taiwan, aiding in the preservation of Israel, and maintaining close surveillance of Cuba, chief among them. Confronting ever-growing Soviet sea power stretched U.S. capabilities to the limit even as the fleet itself underwent revolutionary changes in its social composition.
The abrupt decline and fall of the Soviet Union after 1989 led to another reappraisal of the importance, even necessity, of navies. But the turbulent Middle East and the struggle against international terrorism after 2001 have demanded a projection of sea-air-amphibious power onto coasts and adjacent areas similar to that which America’s fleets had already undertaken in Korea, Vietnam, and Lebanon.
The U.S. Navy now sails on the front line of defense against terrorism—a threat that confronts strategists with the greatest challenge yet to the ongoing relevance of maritime power. For each vessel, a brief history is supplied, and the book is illustrated with many extraordinary images and photographs taken from official U.S. government records and archives. Schroeder begins his volume with the first St. Louis and other small early ships that were symbolic of America’s modest nineteenth-century commercial and political ambitions. The first Missouri, one of the earliest American steamships, depicts the United States’ move into the industrial and technological revolution of the nineteenth century.

Another Federal St. Louis and a Confederate Missouri highlight the Mississippi River Civil War campaign. Captain Alfred Scott McLaren served as commander of the USS Queenfish (SSN 651) from September 1969 to May 1973, the very height of the Cold War. As commander, McLaren led at least six major clandestine operations, including the first-ever exploration of the entire Siberian Continental Shelf: a perilous voyage detailed in his previous book Unknown Waters.

Emergency Deep: Cold War Missions of a Submarine Commander conveys the entire spectrum of Captain McLaren’s experiences commanding the USS Queenfish, mainly in the waters of the Russian Far East and also off Vietnam. The USS Wisconsin
A History of Two Battleships

Battleships were instrumental in America’s rise to world dominance at the end of the 19th century. Two battleships in particular, the U.S.S. Wisconsin BB-9 and BB-64, participated in wars and conflicts around the globe, demonstrating America’s strength and technological power. The keel of the BB-9 was laid down on the eve of the Spanish-American War, and she sailed with the Great White Fleet on its famous world voyage of 1907-1909. Representing a major advance in American naval technology, the Wisconsin both demonstrated American strength in the Pacific and served as the setting for peace talks between Panama and Colombia when the former gained independence in 1903. Recommissioned during World War I as a training ship, the BB-9 was then decommissioned in 1920. More than twenty years later, on December 7, 1943, the fast battleship Wisconsin (BB-64) was launched in response to Japan’s attack on Pearl Harbor. The BB-64 served in the Pacific to the end of World War II and again in the Korean War. One of the Iowa- class battleships, the BB-64 was one of the fastest and sleekest on the ocean. In 1988, she was refitted and recommissioned for yet another tour of duty. This is the story of two proud vessels and their role in American naval and diplomatic history.

“Rule Britannia! Britannia rule the waves,” goes the popular lyric. The fact that the British built the world’s greatest empire on the basis of sea power has led many to assume that the Royal Navy’s place in British life was unchallenged. Yet, as Sarah Kinkel shows, the Navy was the subject of bitter political debate. The rise of British naval power was neither inevitable nor unquestioned: it was the outcome of fierce battles over the shape of Britain’s empire and the bonds of political authority.

Disciplining the Empire explains why the Navy became divisive within Anglo-imperial society even though it was also successful in war. The eighteenth century witnessed the global expansion of British imperial rule, the emergence of new forms of political radicalism, and the fracturing of the British Atlantic in a civil war. The Navy was at the center of these developments. Advocates of a more strictly governed, centralized empire deliberately reshaped the Navy into a disciplined and hierarchical force which they hoped would win battles but also help control imperial populations. When these newly professionalized sea officers were sent to the front lines of trade policing in North America during the 1760s, opponents saw it as an extension of executive power and military authority over civilians—and thus proof of constitutional corruption at home.

The Navy was one among many battlefields where eighteenth-century British subjects struggled to reconcile their debates over liberty and anarchy, and determine whether the empire would be ruled from Parliament down or the people up.

Tides of History

In the first half of the nineteenth century, the British sought to master the physical properties of the oceans; in the second half, they lorded over large portions of the oceans’ outer rim. The dominance of Her Majesty’s navy was due in no small part to collaboration between the British Admiralty, the maritime community, and the scientific elite. Together, they transformed the vast emptiness of the ocean into an ordered and bounded grid.  In the process, the modern scientist emerged. Science itself expanded from a limited and local undertaking receiving parsimonious state support to worldwide and relatively well financed research involving a hierarchy of practitioners.
Analyzing the economic, political, social, and scientific changes on which the British sailed to power, Tides of History shows how the British Admiralty collaborated closely not only with scholars, such as William Whewell, but also with the maritime community  —sailors, local tide table makers, dockyard officials, and harbormasters—in order to systematize knowledge of the world’s oceans, coasts, ports, and estuaries.  As Michael S. Reidy points out, Britain’s security and prosperity as a maritime nation depended on its ability to maneuver through the oceans and dominate coasts and channels. The practice of science and the rise of the scientist became inextricably linked to the process of European expansion.

Commanders at sea struggle not only with the unpredictability of natural elements, but also with a shroud of uncertainty often referred to as the "fog of war." Over the centuries most admirals yielded to the natural temptation to find in new technologies a means to assert centralized control over their forces. But other commanders have recognized the fog for what it is: a constant level of uncertainty resistant to mere technological solution.

In this grand history of naval warfare, Michael Palmer observes five centuries of dramatic encounters under sail and steam. From reliance on signal flags in the seventeenth century to satellite communications in the twenty-first, admirals looked to the next advance in technology as the one that would allow them to control their forces. But while abilities to communicate improved, Palmer shows how other technologies simultaneously shrank admirals' windows of decision. The result was simple, if not obvious: naval commanders have never had sufficient means or time to direct subordinates in battle.

Successful commanders as distant as Horatio Nelson (1758-1805) and Arleigh Burke (1901-1996) accepted this reality. They sought solutions to the dilemmas of command in the personal indoctrination of subordinates through discussion, comradeship, and displays of trust and confidence. Such leaders created a commonality of vision and fostered a high degree of individual initiative. Their decentralized approach to command resulted in a resiliency that so often provided the key to success in battle.

Palmer's exciting and enlightening history reveals the myriad efforts of naval commanders to navigate the fog of war.

Lured by the American Dream

Starting in 1952, the United States Navy and Coast Guard actively recruited Filipino men to serve as stewards--domestic servants for officers. Oral histories and detailed archival research inform P. James Paligutan's story of the critical role played by Filipino sailors in putting an end to race-based military policies. Constrained by systemic exploitation, Filipino stewards responded with direct complaints to flag officers and chaplains, rating transfer requests that flooded the bureaucracy, and refusals to work. Their actions had a decisive impact on seagoing military’s elimination of the antiquated steward position. Paligutan looks at these Filipino sailors as agents of change while examining the military system through the lens of white supremacy, racist perceptions of Asian males, and the motives of Filipinos who joined the armed forces of the power that had colonized their nation.

The Marine Corps has always considered itself a breed apart. Since 1775, America’s smallest armed service has been suspicious of outsiders and deeply loyal to its traditions. Marines believe in nothing more strongly than the Corps’ uniqueness and superiority, and this undying faith in its own exceptionalism is what has made the Marines one of the sharpest, swiftest tools of American military power. Along with unapologetic self-promotion, a strong sense of identity has enabled the Corps to exert a powerful influence on American politics and culture.

Aaron O’Connell focuses on the period from World War II to Vietnam, when the Marine Corps transformed itself from America’s least respected to its most elite armed force. He describes how the distinctive Marine culture played a role in this ascendancy. Venerating sacrifice and suffering, privileging the collective over the individual, Corps culture was saturated with romantic and religious overtones that had enormous marketing potential in a postwar America energized by new global responsibilities. Capitalizing on this, the Marines curried the favor of the nation’s best reporters, befriended publishers, courted Hollywood and Congress, and built a public relations infrastructure that would eventually brand it as the most prestigious military service in America.

But the Corps’ triumphs did not come without costs, and O’Connell writes of those, too, including a culture of violence that sometimes spread beyond the battlefield. And as he considers how the Corps’ interventions in American politics have ushered in a more militarized approach to national security, O’Connell questions its sustainability.

In the summer of 1966, in the middle of the Vietnam War, eighty young volunteers arrived at the Marine Corps Recruit Depot on Parris Island, South Carolina, from all over the Eastern United States. For the next eight weeks, as Platoon 1005, they endured one of the most intense basic training programs ever devised. Parris Island was not a place for idle conversation or social gatherings, and these men remained from start to finish almost complete strangers. Ehrhart did get to know one Marine, his bunkmate John Harris, who quietly shared his sweetheart's letters. He was a friend who died in Vietnam only a year later.

Twenty-seven years after basic training. Ehrhart began what became a five-year search for the men of his platoon. Who were these men alongside whom he trained? Why had they joined the Marines at a time when being sent to war and of the country that sent them to fight it? What does the Corps mean to them? What Ehrhart learned offers an extraordinary window into the complexities of the Vietnam Generation and the United States of America then and now.

Based on supporting materials from military records and family members as well as interviews -- some of which Ehrhart held in such active secondary roles as dairy farmhand, fishing companion, and impromptu guest at a family wedding -- this book records the more-than-30-year journey that each man took after his boot-camp graduation on August 12, 1966. Photos of the men, both then and now, accompany the profiles. Their stories are diverse, but as Ehrhart says, "It was, in short, history, and each of these men was and is a part of that history....There are, no doubt, scoundrels and liars and losers among these men, but as a group they have mostly impressed me with their decency and their loyalty and their hard work and their perseverance in the face of hardships and hurdles, the everyday obstacles that make ordinary lives extraordinary."

Folding Paper Cranes
An Atomic Memoir

 Between 1951 and 1962 the Atomic Energy Commission triggered some one hundred atmospheric detonations of nuclear weapons at the Nevada Test Site. U.S. military troops who participated in these tests were exposed to high doses of radiation. Among them was a young Marine named Leonard Bird. In Folding Paper Cranes Bird juxtaposes his devastating experience of those atomic exercises with three visits over his lifetime—one in the 1950s before his Nevada assignment, one in 1981, and one in the early 1990s—to the International Park for World Peace in Hiroshima.

Among the monuments to tragedy and hope in Hiroshima’s Peace Park stands a statue of Sadako Sasaki holding a crane in her outstretched arms. Sadako was two years old when the atomic bomb was dropped on her city; she was diagnosed with leukemia ten years later. According to popular Japanese belief, folding a thousand paper cranes brings good fortune. Sadako spent the last months of her young life folding hundreds of paper cranes. She folded 644 before she died.

As he journeys from the Geiger counters, radioactive dust, and mushroom clouds of the Nevada desert to the bronze and ivory memorials for the dead in Japan, Bird—himself a survivor of radiation-induced cancer—seeks to make peace with his past and with a future shadowed by nuclear proliferation. His paper cranes are the poetry and prose of this haunting memoir.

From the day that French explorer Robert Cavelier de La Salle launched the Griffin in 1679 to the 1975 sinking of the celebrated Edmund Fitzgerald, thousands of commercial ships have sailed on the vast and perilous waters of the Great Lakes. In a harbinger of things to come, on the return leg of its first trip in late summer 1679, the Griffin disappeared and has never been seen again. In the centuries since then, the records show that an alarming number of shipwrecks have occurred on the Great Lakes. If vessels that wrecked but were later repaired and returned to service are included, the number certainly swells into the thousands. Most did not mysteriously vanish like the Griffin. Instead, they suffered the occupational hazards of every lake boat: collisions, groundings, strands, fires, boiler explosions, and capsizes. Many of these disasters took the lives of crews and passengers. The fearsome wrath of the storms that brew over the Great Lakes has challenged and defeated some of the staunchest vessels constructed in the shipyards of port cities along the U.S. and Canadian lakeshores. Here Richard Gebhart tells the tales of some of these ships and their captains and crews, from their launches to their sad demises—or sometimes, their celebrated retirements.
